Pram on ASN Replacing Official Vehicle Plates for Puncak Trip: Already Reprimanded

The actions of a civil servant (ASN) from the DKI Jakarta Provincial Government, suspected of replacing the number plate of an official vehicle (mobdin) from a red plate to a white one, went viral on social media. Jakarta Governor Pramono Anung emphasised that the ASN in question has already been dealt with. “I happened to see it myself, and earlier the Secretary General also reported it; we will definitely issue a reprimand for that. It’s not allowed,” said Pramono at Jakarta City Hall on Tuesday (7/4/2026). Pramono stressed that there is no tolerance for ASNs who misuse official vehicles, including altering number plates to avoid attention. He reminded that official vehicles must be used according to their intended purpose. “In Jakarta, we don’t tolerate such things. If official travel is needed, then use the official vehicle,” he asserted. He also touched on the difference between using official and private vehicles, which must be followed according to the rules. In his view, altering the plate creates a negative impression in society. “But if the vehicle is changed from a white plate to red or vice versa, it’s very obvious,” said Pram. Meanwhile, DKI Jakarta’s Regional Secretary (Sekda) Uus Kuswanto explained that the ASN concerned is from a technical implementing unit (UPT) under the Regional Asset Management Agency (BPAD). At the time of the incident, the ASN was creating content at one of the provincial assets in the Cimacan area. “Based on the report from the BPAD Head, the person in question was, on a holiday, carrying out content for promoting DKI assets,” said Uus. However, he said, the problem arose because the official vehicle used had its plate changed to a white one. “The issue is that the vehicle’s plate was changed to a white plate,” he clarified. Uus assured that they have given a reprimand to the ASN and are further investigating the violation committed. “It’s now in process and a reprimand has been given to prevent recurrence,” he added. Official Vehicle with B Plate Changed to General Number Plate Previously reported, an operational official vehicle belonging to the DKI Jakarta Provincial Government (Pemprov) was caught in a police inspection in the Puncak area, Bogor Regency, West Java, on Sunday (5/4). The vehicle was found using a fake white number plate to cover its true identity as an official vehicle. This manipulation was revealed when members of the Bogor Police Traffic Unit were conducting routine patrols on the Puncak route, which was implementing a one-way system at the time. The driver was stopped by police for replacing the red official vehicle plate with a white civilian number plate while sightseeing in Puncak, Bogor, West Java. The driver’s actions were uncovered after police checked the vehicle documents. “Upon checking the vehicle data, it turned out the plate should be red according to the vehicle registration, but the installed one was white,” said the Head of Traffic Police at Bogor Police, Iptu Afif Widhi Ananto, on Monday (6/4).
