Pradi Supriatna Says Rp2 Trillion Loan by West Java Provincial Government Could Spur Regional Economic Growth
Pradi Supriatna, a member of the West Java DPRD from Gerindra, says the plan by the West Java provincial government to undertake a regional loan of Rp2 trillion remains realistic. Moreover, the loan plan is planned to be channelled through a regional-owned bank, or a BUMD.
According to Pradi, the move could be one of the approaches to accelerate the development of strategic infrastructure across West Java in areas that still require improvements to road quality and inter-regional connectivity.
He believes the plan should be viewed comprehensively, taking into account the province’s fiscal capacity and the long-term benefits for development. As long as it is carried out with careful planning and in accordance with applicable regulations, regional borrowing is a legitimate instrument to support accelerated development.
“Provided the calculations are clear and the funds are used for productive programmes, regional borrowing can be a solution to accelerate the development that is truly needed by the people,” Pradi said on Saturday (7 March 2026).
He noted that West Java, as the province with the largest population in Indonesia, has substantial infrastructure development needs. Meanwhile, not all development needs can be met solely through the Regional Revenue and Expenditure Budget (APBD).
Pradi added that if provincial infrastructure such as roads becomes better and in smooth condition, then economic activity in the community will also rise. The smooth movement of goods and services is expected to drive growth in the trade, tourism, and investment sectors in various regions.
This positive impact also has the potential to increase the Local Original Revenue (PAD). When economic activity grows, regional receipts from various sectors will also rise.
“If the infrastructure is better and connectivity is smooth, economic activity will certainly move faster. From that, the potential for PAD increases also opens,” Pradi said.
He also emphasised the importance of oversight by the DPRD to ensure the use of the loan funds is truly targeted and provides real benefits for the people of West Java. With good governance, borrowing through a regional-owned bank is hoped to be a strategic step in speeding up regional development.
