The government is preparing to implement a tile-roofing programme under the Self-Help Housing Stimulus (BSPS). The required budget for the programme is estimated at Rp 2-3 million per house.

Housing and Public Works Minister Maruarar Sirait, also known as Ara, explained that the programme forms part of the integration of people’s housing policy implemented by the government through various financing schemes and improvements in housing quality.

He noted that BSPS is not solely focused on repairing the structural aspects of housing but is also designed to encourage the use of domestically produced products, including tiles produced by micro, small, and medium enterprises (UMKM).

“As per the President’s directive, this tile-roofing programme will utilise UMKM products to stimulate the people’s economy,” Maruarar said at a Housing Programme Coordination Meeting at the Ministry of Home Affairs, quoted on Wednesday (4 March 2026).

This integration aims to broaden the programme coverage while reducing the burden on households in accessing housing finance.

Ara stated that from 2026 all housing programmes will refer to data from the Central Statistics Agency (BPS).

This step is intended to ensure more targeted aid distribution by considering population size and poverty levels in each region.

He also emphasised the importance of collaboration between the central and regional governments in tackling slum areas. In 2026, the programme is planned to be carried out in 15 provinces.

“Tile-roofing will not exceed Rp 1 trillion,” Purbaya told reporters in Jakarta, quoted by Antara.

Finance Minister explained that the budget for tile-roofing or replacing zinc roofs with tiles does not require a large budget, since the programme targets only houses with zinc roofs, meaning not all houses are included in the target group.

Therefore, according to him, the budget for tile-roofing remains under control.

“What is being replaced is the homes with zinc roofs, at most a few tens of percent. So the amount should be smaller. This is still a very rough estimate and can be controlled,” Purbaya explained.
