PRESIDENT Prabowo delivered a speech at the Plenary Session of the Indonesian House of Representatives in presenting the Macro-Economic Framework and the Principles of Fiscal Policy (KEM-PPKF) for the 2027 RAPBN at the DPR Building in Senayan on 20 May 2026. The president’s direct appearance to present the macro and fiscal policy directions to lawmakers is a very special moment. Traditionally, the KEM-PPKF document, as delivered by the government, has almost always been presented by the Minister of Finance. This makes Prabowo the first Indonesian president in history to directly outline the nation’s macro and fiscal policy directions for the year. His decision to personally present the KEM-PPKF signals a strong message to the public about the government’s commitment to implementing Indonesia’s 2027 economic blueprint. It emphasises not only the technical budgeting framework but that decisions on the operation of funding for each strategic government programme are state decisions.
Regarding Prabowo’s address at the DPR building yesterday, the crucial points included macro targets such as growth of 5.8%–6.5%, a rupiah exchange rate in the range of Rp 16,800–Rp 17,500 per US dollar, inflation of 1.5%–3.5%, and a budget deficit to be contained at 1.80%–2.40% of GDP. The operationalisation of these strategic economic and welfare targets will require tactical steps through the rule of law. The policy of raising judges’ salaries gradually, which began in 2025, is an initial move to reinforce the supremacy of the law. In the same speech, Prabowo also touched on and chided the large number of police and military personnel who back officials accused of corruption, underscoring that the management of the state must be founded on professional law enforcement.
In other words, examining Prabowo’s narrative reveals the government’s effort to maintain market and investor confidence so that every businessperson investing in Indonesia enjoys a conducive, transparent, and safe environment in which to operate. The speech yesterday should not be seen merely as a step to gain parliamentary approval. It carries a strong psychological message from President Prabowo amidst a national economic climate hampered by a declining stock index (IHSG), inflation, and a weakening rupiah against the dollar. Moreover, in the face of global economic uncertainty, Prabowo wants to reiterate that the entire direction of national economic policy should be widely known by the public.
