Prabowo to Break Ground on 10 Downstream Projects Today
President of the Republic of Indonesia, Prabowo Subianto, is scheduled to officiate the groundbreaking of 10 downstream projects simultaneously on Wednesday, 29 April 2026. The ceremony is centred in Cilacap, Central Java, specifically at Pertamina’s oil refinery development project.
This step forms part of the government’s strategy to accelerate resource-based industrialisation, aiming to increase value added and strengthen national energy resilience.
Head of the SOE Ministry and COO of Danantara, Dony Oskaria, revealed that the President will attend the groundbreaking site for the gasoline refinery construction in Cilacap, Central Java. This initiative supports the national energy resilience programme.
“The construction of the refinery in Cilacap and Dumai is expected to reduce reliance on gasoline imports and strengthen Indonesia’s energy independence,” he wrote on his Instagram social media account, quoted on Wednesday (29/4/2026).
One key agenda is the groundbreaking of Phase 2 Downstream Coal Project to produce Dimethyl Ether (DME) in Tanjung Enim, South Sumatra. This project is initiated by BPI Danantara and executed by MIND ID along with PT Bukit Asam Tbk, Pertamina, and other strategic partners.
The DME project is anticipated to serve as a substitute for imported LPG. Given Indonesia’s historically high dependence on imported energy.

Development of Oil Refinery Plant - Dumai and Cilacap (Pertamina).
Development of oil storage tank facilities - Palaran, Biak, Maumere, Tuban (Pertamina).
Processing of palm oil into oleofood derivatives and biodiesel - Sei Mangkei, North Sumatra (PTPN 3 and PTPN 4 - part of PT Perkebunan Nusantara).
Seaweed processing facility into carrageenan - South Sulawesi (ID Food).
Tilapia fish fillet production facility - Karawang, West Java (ID Food and PT Perikanan Indonesia).
Processing of nutmeg into oleoresin for oleochemicals as well as integrated coconut-based facilities (MCT, flour, activated carbon) - Central Maluku, Maluku (PTPN).
Copper cathode downstreaming - Gresik, East Java (MIND ID and Pindad).
Natural asphalt (Asbuton) processing facility - Buton, Southeast Sulawesi (Wijaya Karya and WIKA Bitumen).
Production of steel slab and billet from iron ore as well as nickel-based stainless steel slab - Cilegon, Banten (Krakatau Steel).
Dimethyl Ether (DME) production facility from coal - South Sumatra (MIND ID, PT Bukit Asam, Pertamina).
