Prabowo: The State Budget Is Not Merely a Financial Document, But a Tool for the Nation's Struggle

President Prabowo Subianto has said that the State Budget (APBN) is not merely a financial document. He described the APBN as an instrument of the nation’s struggle to protect the people and strengthen Indonesia’s economic foundations. The remarks were delivered as he outlined the Macro Economic Framework and the Core Policy Principles of Fiscal Policy (KEM PPKF) 2027 in a plenary session of the House of Representatives (DPR) on Wednesday, 20 May 2026.

Prabowo stressed that the APBN must be the government’s principal instrument to realise the nation’s aspirations of an independent, sovereign, just, and prosperous Indonesia in line with the 1945 Constitution.

“In my view, the State Budget is not simply a financial document; it is a manifestation of our instrument for the nation’s struggle,” Prabowo said. The APBN should also shield the public, reinforce the foundations of the national economy, and ensure that the welfare of the people rises in real terms.

“The APBN is a tool to protect citizens, a means to strengthen the pillars and bedrock of the economy, to ensure every citizen can live more prosperously, and as a guide for our journey ahead,” the President added.

Prabowo also referenced the long struggle of Indonesia for independence. He said the APBN must guide the nation’s journey to safeguard the ideals of the founding fathers who fought and sacrificed for an Indonesia that stands on its own.

“With that awareness, our APBN is drafted as a expression of the shared commitment to realise the noble aims mandated in our 1945 Constitution,” he said.

State spending is planned to be in the range of 13.62 per cent to 14.80 per cent of GDP. The budget is directed to support various government priority programmes.

The government will also keep the 2027 APBN deficit in the range of 1.80 per cent to 2.40 per cent of GDP. According to Prabowo, the government will continue to push to reduce the deficit to keep it healthy and sustainable.
