Prabowo Targets Extreme Poverty Eradication Through 29 Welfare Policies

Jakarta (ANTARA) - President Prabowo Subianto is determined to eradicate extreme poverty by issuing 29 policies that directly target groups ranging from the extremely poor to the near-poor, namely those in decile 1 through decile 4.

At a plenary cabinet session at the State Palace in Jakarta on Monday, 29 policies related to welfare improvement were set out by the government, divided into three categories: poverty eradication programmes (0 per cent poverty), universal programmes, and affirmative programmes.

The President began his presentation by citing the Family Hope Programme (PKH), which targets 10 million families in deciles 1 to 4.

“(These families) receive between Rp75,000 and Rp250,000 per month. Sekolah Rakyat (People’s Schools), for children from the poorest deciles, totals Rp4 million per month. The Kartu Indonesia Pintar supports 1.2 million university students with living costs of Rp800,000 to Rp1.4 million per month,” the President said before the entire Red-and-White Cabinet and state officials.

The President continued: “Single Tuition Fees (UKT) are covered, paid directly to universities. The Indonesia Pintar Programme supports 22,100,000 students from deciles 1, 2, 3 and 4, the very bottom. So our bias towards the poor is extraordinary.”

Turning to the health sector, the President stated that National Health Insurance (JKN) has been provided to 96,800,000 people.

“Nearly 100 million, 20 times larger than the population of Singapore, 3.5 times larger than Malaysia — we provide them with cover,” said Prabowo.

In the same session, the President went on to detail the number of subsidy recipients, covering LPG subsidies, diesel subsidies, Pertalite compensation, electricity subsidies and compensation, railway fare discounts, sea transport fare discounts, and food aid.

“Food aid: 10 kilogrammes of rice and 2 litres of cooking oil for 3 months, for 33.24 million families in deciles 1, 2, 3 and 4. Show me which country is like us? There are surely those greater than us, certainly, but for the Indonesian nation, not bad. Don’t take us lightly — we are strong, we are rich, and we will be richer. We will become richer because we refuse to be naive again; we have been too naive, too kind,” he said.

The following is the list of 29 Welfare Support Programmes for 2026 presented at the plenary cabinet session at the State Palace on Monday:

Zero Per Cent Poverty Programmes

  1. Family Hope Programme (PKH): 10,000,000 recipient families in deciles 1-4, with assistance of Rp75,000-Rp250,000 per month;

  2. Sekolah Rakyat (People’s Schools): 44,635 students from decile 1-2 families, with assistance of Rp4,000,000 per student per month;

  3. Kartu Indonesia Pintar (PIP) University Programme: 1,200,000 students exempted from tuition fees (paid by the state directly to universities), plus living cost assistance of Rp800,000-Rp1,400,000 per month;

  4. Indonesia Pintar Programme (PIP): 22,100,000 students in deciles 1-4, receiving Rp37,500-Rp150,000 per month;

  5. Kartu Sembako (Staple Food Card): 18,250,000 families in deciles 1-5 receiving Rp200,000 per month;

  6. ATENSI Social Assistance: 83,357 recipients, with a maximum of Rp2,400,000 per recipient per year;

  7. Government-subsidised National Health Insurance (JKN): 96,800,000 recipients from deciles 1-5 at Rp42,000 per month;

  8. Empowerment Assistance: Socio-economic Empowerment Programme (PPSE) of approximately Rp5,000,000 per recipient, with 15,000 recipients in total; Empowerment of Remote Indigenous Community (KAT) Members of approximately Rp10,000,000 per recipient, with 2,810 recipients in total;

  9. Self-reliant Housing Stimulus Assistance (BSPS): 400,000 beneficiaries, at Rp20,000,000 per house;

  10. Housing Financing Liquidity Facility (FLPP): For the 2010-2025 period, 1,877,747 recipient households at Rp727,000 per month;

  11. Disaster Assistance: Socio-economic Stimulus Assistance of Rp5,000,000 per recipient, with 120,518 recipients; Recovery and Social Strengthening Assistance of approximately Rp7,900,000 per recipient, with 150,018 recipients; Disaster Preparedness and Logistics Assistance of approximately Rp600,000 per recipient, with 169,014 recipients;

  12. LPG Subsidy: 66,400,000 recipient households at Rp107,000 per month;

  13. Diesel Subsidy and Compensation: 484,087 recipient households at approximately Rp578,139 per month;

  14. Pertalite Compensation: 33,787,364 recipient households at Rp89,050 per month;

  15. Electricity Subsidy and Compensation: 87,000,000 households/customers, with assistance of approximately Rp130,000-Rp150,000 per month;

  16. Railway Fare Discount: 481,503 passengers, with a discount of Rp69,752 per passenger;

  17. Sea Transport Fare Discount: 481,503 passengers, with a discount of approximately Rp97,403 per passenger;

  18. Food Assistance: A package for 3 months comprising 10 kilogrammes of rice and 2 litres of cooking oil, worth approximately Rp179,278 per month, with 33.24 million recipient families in deciles 1-4;

Universal Programmes

  1. Free Nutritious Meals (MBG): Assistance of approximately Rp300,000 per month for 74,560,000 recipients, comprising students, pregnant and breastfeeding mothers, and infants;

  2. Free Health Check (CKG): Examination value of approximately Rp655,000-Rp1,130,000 per check, with 130,800,000 recipients.

Affirmative Programmes

  1. Fresh Graduate S1 Internship: An average of Rp3,600,000 per month, equivalent to the regional minimum wage. A total of 150,000 interns over a 6-month period;

  2. Garuda Excellence Schools (Sekolah Unggul Garuda): Costs covered of Rp9,500,000 per student per month, with 1,920 students across 4 new Garuda Excellence Schools;

  3. LPDP Scholarships: Assistance of approximately Rp90,095,000 per month for overseas universities and approximately Rp10,700,520 per month for domestic universities, with 23,289 recipients;

  4. Garuda S1 Scholarships: Approximately Rp78,567,166 per month for overseas universities and Rp5,517,591 per month for domestic universities, with 750 recipients;

  5. S1 Scholarships at the University of Defence (Unhan): Assistance of approximately Rp5,405,000 per month for 700 students;

  6. Taruna Nusantara School Scholarships: Assistance of approximately Rp11,700,000 per month for 3,654 students;

  7. Fertiliser Subsidy: 14,205,757 farmers and fish farmers, with assistance of approximately Rp334,166 per month;

  8. KUR Interest Subsidy: 6,084,205 debtors, with assistance of approximately Rp500,000 per month;

  9. Free Halal Certification: 1,350,000 micro, small and medium enterprises (UMKM), with assistance of approximately Rp200,000 per enterprise.
