Prabowo Signs Presidential Regulation to Prevent Violence-Based Extremism Leading to Terrorism
President Prabowo Subianto signed Presidential Regulation of the Republic of Indonesia (Perpres) No. 8 of 2026 on the National Action Plan for the Prevention and Handling of Violence-Based Extremism Leading to Terrorism for 2026-2029.
In the document viewed via the Legal Documentation and Information Network of the Ministry of State Secretariat on Monday, 4 May 2026, the considerations for establishing the Perpres include fulfilling the right to safety for all citizens, as well as efforts to prevent and address violence-based extremism leading to terrorism.
“Whereas in order to fulfil the right to safety for all citizens, efforts to prevent and handle violence-based extremism leading to terrorism need to be carried out through a comprehensive, systematic, planned, and integrated strategy, involving the active role of all stakeholders,” it states.
Article 1 of the Perpres explains that Violence-Based Extremism Leading to Terrorism is a belief and/or action that uses extreme violent methods or threats of violence with the aim of supporting or carrying out terrorist acts.
The Perpres also explains the National Action Plan for the Prevention and Handling of Violence-Based Extremism Leading to Terrorism, hereinafter referred to as RAN PE.
Meanwhile, the Regional Action Plan for the Prevention and Handling of Violence-Based Extremism Leading to Terrorism is hereinafter referred to as RAD PE.
“Terrorism is an act of violence or threat of violence that creates an atmosphere of terror or widespread fear, which may cause mass casualties, and/or cause damage or destruction to strategic vital objects, the environment, public facilities, or international facilities with motives of ideology, politics, or disruption to security,” states Article 1 paragraph (3).
In Article 4 of the Perpres, the government establishes nine main themes as pillars for the implementation of RAN PE, including:
National Preparedness,
Community and Family Resilience in Education,
Community Skills and Job Facilitation,
Protection and Empowerment of Women, Youth, and Children,
Strategic Communication, Media, and Electronic Systems,
Deradicalisation,
Human Rights, Good Governance, and Justice,
Witness Protection and Fulfilment of Victims’ Rights,
Partnerships and International Cooperation.
RAN PE is implemented by ministries, institutions, provincial regional governments, and district/city regional governments, and may involve community participation.
