President Prabowo Subianto has issued Presidential Regulation of the Republic of Indonesia (Perpres) No. 8 of 2026 on the National Action Plan for the Prevention and Countering of Violent Extremism Leading to Terrorism for 2026-2029. This regulation was signed by President Prabowo Subianto on 9 February 2026.

The Perpres was issued to fulfil the right to safety for all citizens. Efforts to prevent and counter violent extremism leading to terrorism must be carried out through a comprehensive, systematic, planned, and integrated strategy, involving the active role of all stakeholders.

‘That in order to fulfil the national priority in addressing the threat of violent extremism leading to terrorism, coordination and synergy among security instruments in the prevention and countering of terrorist acts are necessary,’ states the consideration section, quoted on Monday, 4 May 2026.

The definition of prevention and countering of violent extremism leading to terrorism refers to systematic, planned, integrated, and sustainable efforts to prevent and address violent extremism leading to terrorism.

Meanwhile, violent extremism leading to terrorism is defined as beliefs and/or actions that use extreme violent methods or threats of violence with the aim of supporting or carrying out terrorist acts.

Article 3 further explains that terrorism is an act of violence or threat of violence that creates an atmosphere of terror or widespread fear, which may cause mass casualties and/or damage or destruction to strategic vital objects, the environment, public facilities, or international facilities, motivated by ideology, politics, or disruption of security.

The Perpres explains that the National Action Plan for the Prevention and Countering of Violent Extremism Leading to Terrorism, hereinafter referred to as RAN PE, is a national policy containing the strategic framework, direction, and priorities for the Prevention and Countering of Violent Extremism Leading to Terrorism in Indonesia.

‘This RAN PE is established for four years, namely the period 2026-2029,’ states Article 2(1).

The RAN PE serves as a guideline for ministries, institutions, and local governments in countering violent extremism leading to terrorism. The preparation of this plan also refers to the National Medium-Term Development Plan for 2025-2029.

Furthermore, the RAN PE is implemented by ministries, institutions, provincial local governments, and district/city local governments, and may involve the participation of the community.

‘This Presidential Regulation shall come into force on the date of its promulgation. To ensure that everyone knows it, the promulgation of this Presidential Regulation is ordered with its placement in the State Gazette of the Republic of Indonesia,’ concludes the Perpres.
