Prabowo Signs Action Plan for Addressing Extremism Leading to Terrorism

President Prabowo Subianto has issued Presidential Regulation (Perpres) No. 15 of 2026 on the National Action Plan for the Prevention and Countering of Violent Extremism Leading to Terrorism (RAN PE) for 2026-2029.

The regulation explains that the prevention and countering of violent extremism leading to terrorism involves systematic, planned, integrated, and sustainable efforts to prevent and address violent extremism that leads to terrorism.

Violent extremism leading to terrorism is defined as beliefs and/or actions that employ extreme violent methods or threats of violence with the aim of supporting or carrying out terrorist acts.

“Terrorism is an act of violence or threat of violence that creates an atmosphere of terror or widespread fear, which may cause mass casualties, and/or damage or destruction to strategic vital objects, the environment, public facilities, or international facilities, motivated by ideology, politics, or disruption to security,” states Article 1 paragraph (3) of the regulation.

The National Action Plan for the Prevention and Countering of Violent Extremism Leading to Terrorism (RAN PE) is a national policy that contains the strategic framework, direction, and priorities for preventing and countering violent extremism leading to terrorism in Indonesia.

This regulation states that RAN PE will serve as a guideline for ministries, agencies, provincial regions, and district/city governments in preventing and countering violent extremism leading to terrorism.

“RAN PE is established for a period of 4 (four) years, namely 2026-2029,” states Article 2 of the regulation.

The government has established nine main themes as pillars for implementing RAN PE, including:

  1. National Preparedness

  2. Community and Family Resilience in Education

  3. Community Skills and Job Facilitation

  4. Protection and Empowerment of Women, Youth, and Children

  5. Strategic Communication, Media, and Electronic Systems

  6. Deradicalisation

  7. Human Rights, Good Governance, and Justice

  8. Witness Protection and Fulfilment of Victims’ Rights

  9. Partnerships and International Cooperation

Regarding the budget, funding for the implementation of RAN PE will come from the State Budget (APBN), Regional Budgets (APBD), and other lawful and non-binding sources in accordance with applicable laws and regulations.

A joint RAN PE secretariat will be established, comprising relevant ministries, agencies, or bodies involved in preventing and countering issues related to extremism and terrorism.

Presidential Regulation No. 15 of 2026 was signed by Prabowo and officially took effect on 9 February.
