Yudian explained that the journey of the RUU BPIP began as an initiative proposal from the DPR RI.
The proposal for the RUU BPIP as a DPR initiative was submitted through DPR RI Letter No. T/18301/LG.01.01/12/2025 dated 8 December 2025 to the President.

“The Menpan RB is designated as the coordinator for preparing the DIM of the RUU BPIP, and the Menpan RB may involve the Ministry of Defence, the National Development Planning Agency, and BPIP in preparing the DIM of the RUU BPIP,” Yudian stated.
In the process of preparing the DIM, the Ministry of PAN RB held a meeting with related ministries/institutions on 21 January 2026.
“Based on communication from the Secretary General of BPIP with the Secretary of Menpan RB on 6 February 2026, information was received that the Menpan RB has already submitted the DIM to the President,” he added.
