Prabowo Said to Create a New Tradition as President Personally Delivers the KEM-PPKF to the DPR
JAKARTA, KOMPAS.com - Chair of Commission XI of the Indonesian House of Representatives (DPR) Mukhammad Misbakhun said that President Prabowo Subianto’s move to directly present the Macro Economic Framework and the Policy Principles of Fiscal Policy (KEM-PPKF) for the 2027 RAPBN to the DPR represents a new tradition in Indonesia’s constitutional order. He said that the direct involvement of the head of state in this agenda has attracted public attention because until now the KEM-PPKF had typically been presented by the Finance Minister on behalf of the president. ‘The reading of the KEM-PPKF has usually been read by the Finance Minister on behalf of the President. So if today it is read directly by the President, it indeed becomes a new tradition,’ Misbakhun said at the Parliament Complex, Senayan, Jakarta, on Wednesday (20 May 2026). In the document, the government and the DPR will begin to discuss a range of macroeconomic assumptions, from the target for economic growth, inflation, the rupiah exchange rate, to oil and gas production and lifting. ‘Within the KEM-PPKF, there will be discussion of several macro assumptions within a range, starting from growth, inflation, then the rupiah exchange rate, and then the ICP of oil production and gas lifting,’ he said. The Golkar party politician said the decision for Prabowo to deliver the KEM-PPKF personally indicates the president’s serious attention to the direction of the government’s fiscal policy. ‘This is a new tradition, and of course people are keen to carefully consider what concerns the President in this KEM-PPKF,’ Misbakhun said. ‘The public will be watching, and this will become a new tradition in our constitutional order,’ he added. If realised, Prabowo would become the first president to personally set out the macroeconomic and fiscal policy directions of the government before the DPR. The plenary meeting will also discuss the evaluation of changes to the second National Legislative Programme (Prolegnas) of 2026 Priority Bills and hear the views of the factions regarding the Polri Bill, proposed on the initiative of Commission III of the DPR.
