Prabowo Pushes for Quality Investment through Downstream Processing and Licensing
Jakarta (ANTARA) — The government is accelerating efforts to increase high-quality investment by strengthening industrial downstream processing and speeding up integrated licensing services, with the aim of delivering tangible benefits to national economic growth.
“We will continue to encourage investment to grow and become higher quality, and to have a positive impact, particularly through employment,” Investment and Downstreaming Minister and Investment Coordinating Board (BKPM) Head Rosan Roeslani said in Jakarta on Tuesday.
Rosan said the strategic measures directly follow an instruction from President Prabowo Subianto at a limited meeting with several ministers from the Red and White Cabinet.
He said the government’s commitment was beginning to show positive results, with a sharp rise in the contribution of investment in downstream sectors in the third quarter of 2026.
The government is also ensuring that incoming investment strengthens Indonesia’s position in global supply chains. As part of downstreaming, it will continue developing strategic industries based on nickel and electric vehicle batteries, while maintaining a balance between production levels and technological capability.
Alongside strengthening downstream sectors, the government is pressing ahead with reforms to investment administration through a licensing system that now involves 28 ministries and agencies.
The system’s reform has introduced a “positive fictitious decision” mechanism, empowering the Investment Ministry to approve licences if a technical agency fails to complete the process within the prescribed time limit.
Efforts to speed up licensing also include making limited-stay permits (KITAS) easier to obtain for foreign workers. Processing time has been reduced from several months to just five working days.
“What investors expect, of course, is certainty. They do not like surprises, so we are trying to reduce uncertainty, including in the licensing process,” he said.
