Prabowo Proposes Limited Dual Citizenship for Strategic Talent
President Prabowo Subianto has proposed the introduction of limited dual citizenship for specific talents deemed necessary by Indonesia. The policy is designed to attract back accomplished diaspora members so they can continue to work and contribute to the nation.
During his speech presenting the 2027 State Budget Bill and Financial Note before the House of Representatives (DPR) on Friday (14/8/2026), Prabowo stated the government would propose amendments to citizenship laws. "We will permit dual citizenship for certain talents needed by the nation," Prabowo said.
According to him, Indonesia has millions of diaspora members, including scientists, doctors, engineers, artificial intelligence experts, researchers, artists, and athletes. Some of them have taken citizenship of other countries to gain opportunities to develop their careers.
Prabowo argued that Indonesia should not force its best talents to choose between global career opportunities and their ties to the homeland. Therefore, the government wants to open a limited dual citizenship option for individuals with exceptional talent who can contribute to the national interest.
"We will design it to be selective, measurable, with integrity tests, full obligations, security, and state interests in mind," Prabowo stated.
He stressed that the scheme would not apply generally to all citizens. The government will determine criteria and mechanisms selectively, considering the integrity of prospective recipients, security aspects, obligations to the state, and national interests.
This proposal primarily targets diaspora members with strategic expertise needed by Indonesia, including professionals in technology and artificial intelligence, health, science, sports, and the creative fields. Prabowo also specifically mentioned world-class professional footballers as one group of talents potentially included in the scheme.
Thus, the government’s current step is still a proposal for legislative change, not the direct enactment of dual citizenship. If approved through the legislative process, dual citizenship will be implemented on a limited basis and based on criteria set by the government.
