The government is preparing a comprehensive transformation of state-owned electricity company PT PLN (Persero) to improve business management, raise productivity and accelerate the use of solar energy. President Prabowo Subianto issued the instructions as the government seeks to make the electricity company more efficient, including by speeding up the deployment of 100 gigawatts (GW) of solar panels.

Investment and Downstreaming Minister and Investment Coordinating Board (BKPM) head Rosan Roeslani conveyed the directive after attending a meeting at Merdeka Palace in Jakarta on Wednesday, 14 October 2026. The government has asked for a transformation plan for PLN to be prepared promptly and presented to the President so that it can be acted upon.

Rosan said the reform agenda includes changing the company’s business model and accelerating the use of solar energy. The President wants PLN to be more responsive and to operate more effectively.

“We discussed how to accelerate PLN’s transformation so that it becomes better, faster and more responsive, while also speeding up the use of 100 GW of solar panels,” Rosan said.

The President has also asked for a proposed change to PLN’s business model to be drawn up promptly as the basis for the transformation. The government regards the reform as an important part of efforts to improve the company’s performance.

“The President also asked for PLN’s transformation, particularly in terms of its business model, to be prepared and presented to him soon so that it can be followed up,” Rosan said.

To carry out the directive, Danantara will coordinate with PLN’s leadership to assess the changes needed across the company. The discussions are also intended to improve efficiency and productivity while reducing the subsidy burden.

“Danantara will sit down with PLN’s team so that this transformation can be carried out comprehensively, reducing subsidies and improving PLN’s efficiency and productivity,” Rosan said.

The company’s business model will also be reviewed to ensure that it is managed more effectively. The government hopes the reforms will benefit the national economy.

“We will review the business model and consider how it can be managed more appropriately to make it more efficient and effective, with a positive impact on the economy as a whole,” Rosan said.

In addition to business transformation and solar energy development, the government is focusing on PLN’s readiness for emergencies. Rosan said the company needs to improve its contingency plans to safeguard the reliability of electricity supplies throughout Indonesia.

Rosan said PLN already has mechanisms for anticipating crises, but these need to be improved so that emergency plans can help maintain electricity services.
