Prabowo Orders Bahlil to Revoke Dormant HGB and IUP Permits Within Six Months

President Prabowo Subianto has declared he will not hesitate to revoke various dormant business permits across the country as part of efforts to improve national natural resource governance. The Head of State stated that Minister of Energy and Mineral Resources Bahlil Lahadalia has been ordered not to waver in cancelling inactive permits. “Minister of Energy and Mineral Resources, if there is no activity for six months, revoke it! Now we do not tolerate HGU, HGB, IUP. We grant permits, two years with no activity, two years with no activity, revoke them!” Prabowo commanded during a cabinet session on Monday, 20 July 2026. Prabowo said this measure is intended to prevent under-invoicing and inaccurate export reporting, which he believes causes funds from Indonesia’s natural resource wealth to flow abroad. To discuss the move, Prabowo revealed he had convened the Financial System Stability Committee, comprising the Minister of Finance, Bank Indonesia, the Financial Services Authority, and the government’s economic team, for a meeting at the Merdeka Palace. “I asked for all their opinions, should we continue this? The flow of hundreds of billions of dollars abroad, our wealth from our resources, should we continue it? They all said, no Sir, we must not continue it,” he stated. As a follow-up, the government has decided to implement a single-door export system for the nation’s strategic commodities. Prabowo stressed that all natural resources contained within Indonesia inherently belong to the nation as mandated by the constitution. “All commodities belong to the Indonesian nation. The land, water, and all the wealth contained within them belong to the Indonesian nation. Nickel, rubber, palm oil, coal, gold,” said Prabowo. To execute this policy, the government has established PT Danantara Sumber Daya Indonesia as the entity managing the single-door export system for strategic natural resource commodities. “We will implement a single-door export system and we have established PT DSI, Danantara Sumber Daya Indonesia,” he revealed.
