Prabowo Officially Launches Single-Door Export for Strategic Commodities via State-Owned Enterprise

President Prabowo Subianto has officially issued Government Regulation (PP) No. 24 of 2026 concerning the Governance of Strategic Natural Resource Commodity Exports, signed on 20 May 2026. The government has established PT Danantara Sumberdaya Indonesia (PT DSI) as a special state-owned enterprise (BUMN) tasked with executing the exports of three key commodities: coal, palm oil, and ferro alloy. Under the regulation, these strategic commodities may only be exported by the designated BUMN Export agency, acting either as the owner or as the sole intermediary agent. The BUMN Export body is authorised to determine the selling price of the commodities and may apply a reasonable margin in accordance with prevailing laws. The governance framework also includes export controls such as verification or technical tracing, and the regulation of shipping and export insurance. Exemptions are possible for business entities holding contracts with the government that include investment, divestment, and domestic processing or refining commitments; such exemptions are to be decided through a coordination meeting led by the relevant coordinating minister. The regulation stipulates that exports of these strategic commodities must be carried out through the BUMN Export entity no later than 31 December 2026, with an evaluation to be conducted within three months of the regulation’s enactment.
