Prabowo Kicks Off 100 GWp Solar Power Plant Development in Bali

President Prabowo Subianto is scheduled to launch and simultaneously break ground on the 100 gigawatt peak (GWp) Solar Power Plant (PLTS) Programme at the Java-Bali Sea Crossing Operation Monument in Gilimanuk, Jembrana Regency, Bali, on Tuesday (25/8). This strategic move is part of the National Priority Work Programme for the Energy and Water Independence Cluster, targeted for completion by 2029.

Minister of State Secretary Prasetyo Hadi explained that the launch aims to accelerate solar energy development to strengthen national energy security. “President Prabowo Subianto will carry out the Launching and Groundbreaking of the 100 GWp PLTS Programme to reduce dependence on fossil energy,” said Prasetyo in his statement.

The government has prepared a phased development roadmap. In 2026, the installed capacity target is set at 30 GWp, accompanied by the retirement of 13 GW of diesel power plants (PLTD). Overall, the first phase will cover 17 GWp, followed by a second phase of 18 GWp and a third phase of 30 GWp.

This acceleration is crucial given that Indonesia’s solar energy potential reaches 3,294 GWp, yet installed capacity as of April 2026 had only reached 1.5 GWp. Beyond pursuing capacity targets, the programme is projected to generate electricity cost efficiencies of up to Rp73.9 trillion per year and significantly reduce greenhouse gas emissions.

The project is also designed as a new economic driver. The government is targeting investment in the battery, transmission and electricity grid sectors, as well as strengthening the domestic solar PV industry. Based on the 2025-2034 RUPTL, this energy transformation is expected to create 1.7 million jobs, of which 760,000 are green jobs.

At the regional level, renewable energy-based electrification efforts continue to be intensified. In 2026, development will continue at 39 Integrated PLTS locations in the 3T regions for 4,259 households. The Village Electricity Programme has also reached 1,403 locations across 36 provinces, reinforcing the government’s commitment to expanding access to clean electricity for underprivileged communities.

Prasetyo emphasised that the 100 GWp PLTS development will be carried out in a measured manner. “This is a national priority to strengthen energy independence while driving Indonesia’s green economic growth,” he concluded.
