Prabowo Issues Warning, Pupuk Indonesia Installs CCTV to Track Subsidised Fertiliser
President Prabowo Subianto has reaffirmed the importance of monitoring the distribution of subsidised fertiliser to prevent misappropriation. In response to these directives, PT Pupuk Indonesia (Persero) has ensured that its distribution oversight system is now multi-layered, ranging from the digitalisation of redemptions to the real-time monitoring of ship and truck movements.
During a plenary session of the House of Representatives (DPR) in Jakarta, President Prabowo reminded officials that there is significant work ahead to ensure subsidised fertiliser is not misused or smuggled. “What we must guard now is that subsidised fertiliser is not diverted or smuggled elsewhere. This is something we must protect together,” stated Prabessor Prabowo.
Yehezkiel Adiperwira, Corporate Secretary of PT Pupuk Indonesia (Persero), confirmed that the company has taken direct note of the President’s instructions. He stated that the company is committed to preventing fertiliser from being diverted to unauthorised sectors.
A primary measure being implemented is the digitalisation of fertiliser distribution through the i-Pubers system, which is currently active at approximately 26,000 distribution points across Indonesia. This digital layer ensures that only farmers registered in the e-RDKK database can redeem subsidised fertiliser using their National Identity Card (NIK) for verification.
The second layer of oversight involves regional monitoring teams. These teams are tasked with ensuring distribution adheres to the “seven rights” principle, including being on target and at the correct price. These regional teams conduct daily visits to kiosks and warehouses.
Furthermore, Pupuk Indonesia has opened channels for reporting any indications of field irregularities. In 2026 alone, the company has taken action against dozens of distribution kiosks, closing approximately 89 points found to be in violation of redemption processes.
Veronika Trisna Sukmawati, SVP of Distribution at PT Pupuk Indonesia (Persero), explained that distribution is monitored in real-time via the company’s Command Centre. This includes tracking fertiliser transport ships, port distribution, and truck deliveries. All truck fleets are equipped with tracking systems that provide early warnings if deliveries exceed established Service Level Agreements (SLAs).
Additionally, CCTV cameras have been installed in 494 fertiliser warehouses to monitor stock levels and quality. Through this digitalisation, stock movement from upstream to downstream can be detected transparently and easily tracked.
Yetty Endarwati, SVP of Digitalisation & Data Science at PT Pupuk Indonesia (Persero), noted that digitalisation covers the entire process from production to the farmer. The i-Pubers system, implemented nationally since February 2024, records all stock transactions at kiosks in real-time, allowing the head office to identify and quickly replenish any stock shortages.
