Prabowo Issues Presidential Regulation on Prevention and Countering of Violence-Based Extremism 2026-2029
JAKARTA, KOMPAS.com - President of the Republic of Indonesia Prabowo Subianto has issued Presidential Regulation (Perpres) No. 8 of 2026 on the National Action Plan for the Prevention and Countering of Violence-Based Extremism Leading to Terrorism for the Years 2026-2029.
Prabowo signed this regulation on 9 February 2026.
A copy of the Perpres was promulgated by the Minister of State Secretary (Mensesneg) Prasetyo Hadi and ratified by the Deputy for Legislation and Legal Administration of the Ministry of State Secretariat, Lydia Silvanna Djaman.
From this policy, the considerations in the Perpres are to fulfil the right to safety for all citizens, as well as efforts to prevent and counter violence-based extremism leading to terrorism.
‘That in order to fulfil national priorities in addressing the threat of violence-based extremism leading to terrorism, coordination and synergy among security instruments are needed in the prevention and countering of terrorist acts,’ states the content of the considerations in the Perpres.
Article 1 paragraph 1 explains that the prevention and countering of violence-based extremism leading to terrorism is an effort carried out systematically, planned, integrated, and sustainably to prevent and counter violence-based extremism leading to terrorism.
Article 1 paragraph (2) notes that violence-based extremism leading to terrorism is a belief and/or action that uses extreme violent methods or threats of violence with the aim of supporting or carrying out terrorist acts.
The same policy states that the National Action Plan for the Prevention and Countering of Violence-Based Extremism Leading to Terrorism, or known as RAN PE, is a national policy containing the strategic framework, direction, and priorities in the Prevention and Countering of Violence-Based Extremism Leading to Terrorism in Indonesia.
‘PE Action is the systematic and planned implementation of activities by ministries, institutions, regional governments, and other stakeholders based on the RAN PE framework,’ reads Article 1 paragraph (6).
In Article 2, the RAN PE is established for 4 years, namely the period of 2026-2029.
‘The RAN PE as referred to in paragraph (1) is prepared in reference to the National Medium-Term Development Plan for 2025-2029,’ states Article 2 Paragraph (3).
Article 3 regulates the principles of implementing the RAN PE, which include respect, protection, advancement, enforcement, and fulfilment of human rights; supremacy of law and justice; gender mainstreaming; child protection; security and safety; good governance; active and multifaceted stakeholder participation; and diversity and local wisdom.
‘This Presidential Regulation shall come into force on the date of its promulgation. To ensure that everyone knows about it, the promulgation of this Presidential Regulation is ordered with its placement in the State Gazette of the Republic of Indonesia,’ states the Perpres.
