Prabowo Issues Letter for Oil and Gas Bill Discussions; Progress Update Provided

The Government has begun preparations for the discussion of the new Oil and Gas Bill (RUU Migas) after Presidential Letter (Surpres) regarding the regulation’s deliberation was signed by President Prabowo Subianto.

The Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, stated that following the signing of the Presidential Letter, the Ministry of ESDM, acting as the coordinator, will form a cross-ministerial team to prepare the List of Identified Problems (DIM).

“The Presidential Letter has been signed by the President, and we from the Ministry of ESDM, as the coordinator, will soon form a cross-ministerial team. I have already issued the letter. After that, we will hold meetings to compile the DIM. Since this law is an initiative from the House of Representatives (DPR), the executive’s task is to prepare the DIM,” Bahlil said in Jakarta on Monday (21/09/2026).

Bahlil noted that the government cannot yet reveal the detailed substance of the DIM as the drafting process is only just beginning. However, he revealed that one of the key areas to be strengthened is the formation of a Special Business Entity (BUK) for Oil and Gas.

According to him, the BUK Migas will serve as a vital instrument to increase oil and gas lifting, provide business certainty, and simplify the licensing process for companies in the upstream oil and gas sector.

“This institution will be directly under and responsible to the President, to ensure it is stronger. The technical Minister appointed by the President will coordinate technical matters under the President’s orders,” he added.

As is known, President Prabowo Subianto issued a letter to several cabinet ministers regarding the discussion of the Oil and Gas Bill. The letter, numbered R-45/Pres/09/2026, concerns the appointment of government representatives to discuss the RUU Migas.

The letter was signed by President Prabowo on 14 September 2026 and addressed to the Speaker of the House of Representatives (DPR RI).

“Referring to the Letter from the Speaker of the House of Representatives of the Republic of Indonesia Number T-10437/LG 01 01/8/2026 dated 18 August 2026 regarding the Submission of the Bill on Oil and Gas, we hereby task the Minister of Energy and Mineral Resources, the Minister of Finance, the Minister of Investment and Downstreaming/Head of the Investment Coordinating Board, the State Secretary Minister, and the Minister of Law to work together or individually to represent the Government in the discussion of the Bill,” wrote the letter from Prabowo received by CNBC Indonesia on Thursday (17/09/2026).
