Prabowo Inaugurates Single-Door Export System via SOEs; Coal to Palm Oil No Longer Permitted for Direct Overseas Sale
The single-door export policy for strategic natural resource commodities, previously announced by President Prabowo Subianto before the House of Representatives (DPR), is now officially being implemented by the government. This regulation is formalised through Government Regulation (PP) Number 24 of 2026 concerning the Export Governance of Strategic Natural Resource Commodities, which was signed directly by President Prabowo.
The regulation was signed on 20 May 2026 and promulgated on the same day by the Minister of State Secretary, Prasetyo Hadi. Through this rule, the government has established a new national export governance scheme for several strategic commodities that have long been the backbone of state revenue.
This policy is one of the agendas previously presented by Prabowo in his speech to the DPR. At that time, the President emphasised the importance of strengthening state control over the export of strategic commodities to ensure that the economic benefits obtained by Indonesia are more optimal.
Prabowo Emphasises Targeted Natural Resource Management
In various occasions, Prabowo has asserted that Indonesia’s natural resources must be managed in a more structured manner to provide greater added value for national interests. Through the single-door export policy, the government aims to ensure that the trade of strategic commodities is under stronger supervision so that the potential for state revenue can be maximised.
This step is also part of the government’s strategy to strengthen Indonesia’s bargaining position in global trade, particularly regarding flagship commodities that play a significant role in national exports.
Three Strategic Commodities in the Initial Phase
Article 2 of Government Regulation Number 24 of 2026 explains that the government will regulate the export governance of all strategic natural resource commodities in stages. In the initial phase, there are three commodities included in the scope of this policy, namely:
Coal
Palm oil
Ferroalloy
These three commodities were selected as priorities because they contribute significantly to Indonesia’s international trade and are strategic sectors for the national economy. The government also leaves the possibility open for the addition of other strategic natural resource commodities in subsequent stages, in accordance with national policy needs and developments.
