President Prabowo Subianto inaugurated the groundbreaking for the construction of 13 national downstreaming projects in phase II. The investment value of these 13 projects reaches Rp116 trillion.

The groundbreaking ceremony was held at the Cilacap Oil Refinery area in Central Java on Wednesday, 29 April 2026.

“The phase II downstreaming groundbreaking, which includes 13 strategic downstreaming projects worth approximately Rp116 trillion, covers 5 projects in the energy sector, 5 projects in the mineral sector, and 3 projects in the agriculture sector. Downstreaming is the one and only way for us to become more prosperous,” said Prabowo in Cilacap, Central Java, on Wednesday, 29 April 2026.

This second phase of downstreaming projects encompasses the energy sector, metals and minerals, construction materials, and agroindustry, aiming to reduce import dependency, strengthen the national industrial supply chain, increase the added value of domestic resources, and promote job opportunities and broader economic activities for the community.

Among them are the expansion of gasoline refinery capacity in Dumai and Cilacap, which will reduce petrol imports by up to 2 million kilolitres (KL) per year, the development of fuel terminals with a total additional capacity of 153,000 KL, coal processing into DME to substitute LPG imports, and palm oil processing into biodiesel.

This step is an integral part of Asta Cita and President Prabowo’s vision to build national economic independence based on industrialisation, strengthen Indonesia’s global competitiveness, and ensure that the management of natural resources provides optimal added value for the people’s welfare.

In the future, the success of downstreaming will be determined by consistent implementation, strengthened governance, and synergy across stakeholders.

With this approach, downstreaming is expected to become the main driver of more inclusive, resilient, and sustainable national economic growth.

  3. Construction of operational fuel tanks in Palaran (East Kalimantan)

  4. Construction of operational fuel tanks in Biak (Papua)

  5. Construction of operational fuel tanks in Maumere (East Nusa Tenggara)

  6. Coal processing facilities into DME in Tanjung Enim (South Sumatra)
