The groundbreaking ceremony was held at the Cilacap Oil Refinery area in Central Java on Wednesday (29 April 2026). The event was conducted in a hybrid format across 13 locations.

“With the invocation of bismillah, on Wednesday, 29 April 2026, I, President Prabowo Subianto, proudly launch the groundbreaking for the second phase of downstreaming, covering 13 downstream projects,” said Prabowo.

One of the projects officially started is the construction of gasoline refinery facilities in Dumai and Cilacap, Central Java, owned by PT Pertamina (Persero). Both projects have a capacity of 62,000 barrels per day. These projects are capable of substituting gasoline imports by up to 2 million kilolitres.

In addition, PT Pertamina (Persero) is developing terminal facilities for fuel oil (BBM) storage in Palaran, Biak, and Maumere with a capacity of 153,000 kilolitres.

The following is the list of 13 second-phase downstream projects:

  1. Construction of Gasoline Refinery Facility in Cilacap, Central Java (Pertamina)

  2. Construction of Gasoline Refinery Facility in Dumai, Riau (Pertamina)

  3. Construction of BBM Storage Tanks in Palaran, East Kalimantan (Pertamina)

  4. Construction of BBM Storage Tanks in Biak, Papua (Pertamina)

  5. Construction of BBM Storage Tanks in Maumere, NTT (Pertamina)

  6. Coal Processing Facility into Dimethyl Ether (DME) in Tanjung Enim, South Sumatra (MIND ID, Pertamina). Capacity of 1.4 million tonnes per year.

  7. Stainless Steel Production Facility based on nickel in Morowali, Central Sulawesi (Krakatau Steel). Capacity of 1.2 million tonnes per year.

  8. Carbon Steel Slab Production Facility in Cilegon, Banten (Krakatau Steel). Capacity of 1.5 million tonnes per year.

  9. Development of Ecosystem & Buton Asphalt Production in Karawang, West Java (Jasa Marga, WIKA)

  10. Copper & Gold Downstreaming in Gresik, East Java (PINDAD, MIND ID). Development of brass mill, brass cup, and precious metal manufacturing facilities in Gresik, East Java. Initial development capacity includes brass cup production of up to 10,000 tonnes per year, with the project construction period from 2026-2029.

  11. Palm Oil Downstreaming into Oleofood Products and Biodiesel in Sei Mangkei SEZ, North Sumatra (PTPN)

  12. Nutmeg Processing into Oleoresin in Awaya Garden, Central Maluku, Maluku (PTPN). Capacity of 2,560 tonnes of dry nutmeg seeds per year.

  13. Integrated Coconut Processing Facility (MCT, Flour, Activated Charcoal) in Central Maluku, Maluku (PTPN). Capacity of 300,000 coconuts per day.
