President Prabowo Subianto has appointed Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono (AHY) as Chair of the Jakarta-Bandung High-Speed Rail Committee.

The decision is outlined in Presidential Regulation No. 29 of 2026, amending the previous regulation on accelerating the Jakarta-Bandung high-speed rail infrastructure. The regulation states: “To ensure the effectiveness of the Jakarta-Bandung High-Speed Rail Committee’s duties, adjustments to the membership structure are necessary,” as per point a of the regulation issued on Tuesday, 12 May 2026.

AHY replaces Luhut Binsar Pandjaitan, who previously served as Coordinating Minister for Maritime Affairs and Investment in President Joko Widodo’s Indonesia Forward Cabinet. The latest regulation also appoints new committee members under Prabowo’s Red and White Cabinet, including the National Investment Management Agency (BPI Danantara).

Article 3A designates Coordinating Minister for Economic Affairs Airlangga Hartarto as Vice-Chair. Committee members include Foreign Minister Sugiono, Finance Minister Purbaya Yudhi Sadewa, Minister of Investment and Industrialisation Rosan Perkasa Roeslani, Minister of Agrarian Affairs and Spatial Planning Nusron Wahid, Head of the State-Owned Enterprise Regulatory Agency Dony Oskaria, and Head of BPI Danantara Rosan Perkasa Roeslani.

The committee’s responsibilities include approving necessary steps to address joint venture obligations in case of cost overruns for the Jakarta-Bandung high-speed rail project, such as adjusting ownership shares and loan terms. It also determines government support measures, including state capital injections into state-owned enterprise consortia and government guarantees for consortium obligations when required to secure project funding.

“The regulation takes effect upon publication,” states the new decree.
