JAKARTA, KOMPAS.com - The government is preparing a new governance framework for the export of natural resource commodities (SDA) which will be implemented gradually from 1 June 2026. President of the Republic of Indonesia Prabowo Subianto said State-Owned Enterprises (BUMN) will take on the main role in export trade transactions of strategic commodities. ‘Today, the Government of the Republic of Indonesia, which I lead, has finalised the Government Regulation (PP) on the Governance of Export of Natural Resource Commodities,’ Prabowo said during his presentation of the Macro Economic Framework and Fiscal Policy Stance (KEM PPKF) 2027 at a plenary session of the DPR RI, on Wednesday 20 May 2026. The policy will begin with a number of key commodities, such as oil, palm oil, coal, and iron and mineral alloy products. The government will implement the policy in two stages. The first stage runs from 1 June to 31 August 2026. Exporters will begin the transition of export-import transactions from private companies to the BUMN. During the transition period, companies are required to shift their export transactions to the BUMN. The BUMN will also begin handling transactions and contracts with all foreign buyers. The second stage starts on 1 September 2026. The policy will be fully implemented. All export-import transactions between foreign buyers and domestic sellers will be fully conducted by the BUMN. This new scheme also places the responsibility and authority for managing exports entirely in the hands of the BUMN. The pre-clearance stage includes meeting legality, licensing, and documents of prohibitions and restrictions or LARTAS. The documents include Taxpayer Identification Number (NPWP), the Business Identification Number (NIB), Sanitary and Phytosanitary (SPS) documents, certificate of origin (COO), and certain export permits.
