Prabowo Adds One Deputy Position to BNPT Structure
President Prabowo Subianto has added a deputy position within the structure of the National Counter-Terrorism Agency (BNPT). Through Presidential Regulation No. 9 of 2026 on BNPT, signed on 9 February 2026, Prabowo has restructured the number of BNPT deputies from the original three to four.
The new BNPT structure is outlined in Article 7. It includes the Deputy for National Preparedness and Counter-Radicalisation, Deputy for Deradicalisation, Deputy for Coordination Among Law Enforcement and Victim Recovery, and Deputy for International Cooperation.
This structure differs from the previous organisation of BNPT. Previously, the terrorism handling agency had three deputies covering Prevention, Protection, and Deradicalisation; Enforcement and Capacity Building; and International Cooperation.
Following the issuance of the new regulation, only the Deputy for International Cooperation retains the old nomenclature, while the other three have new names.
In the regulation, the duties of the Deputy for National Preparedness and Counter-Radicalisation are described as formulating, coordinating, and implementing national policies, strategies, and programmes for countering terrorism in the areas of national preparedness and counter-radicalisation.
Meanwhile, the Deputy for Deradicalisation is tasked with formulating, coordinating, and implementing national policies, strategies, and programmes for countering terrorism in the field of deradicalisation.
Additionally, the Deputy for Coordination Among Law Enforcement and Victim Recovery is responsible for formulating policies and coordinating among law enforcement in countering terrorism and programmes for recovering victims of terrorism crimes.
Finally, the Deputy for International Cooperation is tasked with formulating, coordinating, and implementing national policies, strategies, and programmes for countering terrorism at the cross-border level.
The BNPT regulation was issued by Prabowo alongside Presidential Regulation No. 8 of 2026 on the National Action Plan for Preventing and Countering Violent Extremism Leading to Terrorism for 2026-2029 (RAN PE). That document addresses strategies to counter the threat of extremism that could lead to terrorism.
Through the RAN PE regulation, Prabowo establishes the RAN PE as a guideline for ministries, agencies, and regional governments in implementing prevention and countering programmes for extremism over the four-year period from 2026 to 2029.
