Pra-RKPD Becomes a Conduit for Community Proposals to Enter Government Programmes
Jakarta (ANTARA) – The Regional Government Work Plan Pre-Meeting (Pra-RKPD) has become a channel for community proposals, whether through village-to-city level development planning deliberations (musrenbang) or council members’ recesses, to be included as programmes.
‘Pra-RKPD is a Jakarta hallmark; it does not exist in other provinces. To secure a share and timing for the Pra-RKPD meetings, the struggle has been long, even to the extent of drawing in the KPK and the Ministry of Home Affairs (Kemendagri),’ said Khoirudin, the Chairman of the Jakarta DPRD, in Jakarta on Thursday.
According to him, Pra-RKPD has no binding legal basis in the Ministry of Home Affairs Regulations or Government Regulations; therefore, its legal basis is the Tatib (Tata Tertib) which has been passed by Kemendagri.
Therefore, Khoirudin said, with the Pra-RKPD in place, it must be utilised as effectively as possible so that proposals by the community for upcoming programmes can be included in the Regional Revenue and Expenditure Budget (APBD).
Khoirudin added that with Pra-RKPD, members of the council have a forum to check whether the public aspirations deposited with the council can be included in the RKPD prepared by the executive, and Pra-RKPD serves as a forum to correct.
‘We can verify via Pra-RKPD. This is an expensive forum because the struggle has been long. Now the legal basis is our Tatib. And the Tatib has been approved, enabling Pra-RKPD because at that time the acting governor was from the Directorate General of the Ministry of Home Affairs,’ he said.
Therefore, Khoirudin called on all existing commissions to make the best possible use of the Pra-RKPD forum, so that the regional government’s programmes can be improved further.
‘So please make full use of it to ensure the people’s aspirations go into Pra-RKPD. Ensuring the programmes created by the executive do not depart from the priority programmes already set by the Governor,’ he added.
