PPSU Worker Issued Second Warning After Viral Video Shows Littering in Drainage Canal
Jakarta (ANTARA) - The actions of a member of the Cipinang Public Infrastructure and Facilities Management (PPSU) in Pulo Gadung, East Jakarta, which went viral on social media showing him dumping rubbish into a drainage canal, have resulted in the issuance of a second warning letter (SP2).
“We issued the SP2 to the PPSU worker this morning, as he had previously committed a violation and was issued an SP1,” said the Head of Ciptinang Village, Heidy Amelia Rangkuti, in Jakarta on Tuesday.
The worker, identified by the initials JNP (20), was issued the SP2 after being found to have violated his duties. The case surfaced after a video showing JNP disposing of rubbish into a drainage canal circulated widely across various social media platforms last weekend.
In the video, the PPSU officer, who was cleaning Cipinang Baru Utara Street, was seen sweeping rubbish from the road. However, instead of collecting and disposing of the waste in the proper receptacle, the rubbish was instead placed into the nearby drainage canal. The act was recorded and uploaded by a taxi driver who was stopped near the location at the time.
Heidy explained that based on an internal investigation, the incident occurred on Saturday (30/5) at approximately 10:00 PM WIB. At the time, JNP, who had recently joined the PPSU in September 2025, was performing his duties sweeping the streets in the Cipinang area. Although the drainage canal where the rubbish was dumped was dry at the time, the action was still deemed a violation because it has the potential to cause waste accumulation and obstruct drainage functions during rainfall.
Subsequently, on Sunday (31/5) at approximately 07:40 AM WIB, 62 PPSU members were gathered at the village office courtyard for guidance and training regarding discipline and correct operational procedures. “At 09:00 AM, the individual in question was tasked with re-cleaning all the rubbish dumped into the canal until it is completely clear,” said Heidy.
She emphasised that the issuance of the SP2 is not merely a punishment but part of an effort to provide coaching to ensure officers work more professionally and responsibly. Previously, JNP had also received a first warning letter (SP1) after being found to lack discipline, specifically for frequently using his mobile phone to play games instead of performing his duties. As a result of those actions, several of his responsibilities were neglected, leading the village administration to issue a formal reprimand via the SP1. Given his history of violations, the viral incident of dumping rubbish into the canal provided strong grounds for the administration to escalate the sanction to an SP2. Heidy expressed hope that this incident serves as a lesson for all PPSU members to always carry out their duties according to established procedures.
