PPPK Teachers Becoming Central Government Civil Servants Seen as Solution for Regional Governments Facing Salary Payment Problems

The Head of the Regional Financial and Asset Management Agency (BPKAD) of Central Java Province, Dwianto Priyongroho, has welcomed the plan to take over the status of PPPK teachers and part-time PPPK workers as central government employees. According to him, this could be a way out for regional governments facing obstacles in paying their employees’ salaries.

“This option is one of the solutions for all regional governments, both provincial and regency/city level, to address several obstacles and needs that exist in all regional governments regarding financing for civil servants or employees across all regional governments,” said Dwianto when asked for his response regarding the takeover of PPPK teachers and part-time PPPK workers as central government employees, Wednesday (19/8/2026).

He said that in Central Java Province, for example, the personnel expenditure budget in almost all regency/city governments has exceeded 30 percent of the Regional Budget (APBD). In fact, based on Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments (HKPD), the personnel expenditure budget should be a maximum of 30 percent of the APBD.

“The hope is that when payments are later made through allocations from the central government, the need to pay and the needs of existing employees are truly the same. So this can genuinely answer the fact that the central government is taking over in the context of salary payments in accordance with the data and needs of each regional government,” said Dwianto.

According to him, if there is a discrepancy in data regarding the number of PPPK teachers and part-time PPPK workers, this could potentially further burden regional government personnel expenditure. “If there is data that does not match, it will certainly affect the transfer value that will be delivered from the central government to regional governments, which of course will also be burdensome if it is insufficient. Because the need for PPPK and part-time workers is not small,” he said.

Dwianto revealed that besides teaching staff, the majority of PPPK workers in Central Java Province are medical personnel. “So PPPK is all related to fulfilling basic public services,” he said.
