The Ministry of Women’s Empowerment and Child Protection (Kemen PPPA) has strongly condemned a case of alleged sexual violence by a biological father against his child in Surabaya, which resulted in the victim becoming pregnant. Minister of PPPA Arifah Fauzi stressed that this incident constitutes a severe violation of a child’s rights and a form of betrayal of trust by a protector.

"This case is a very serious form of sexual violence because it was perpetrated by the biological father. Kemen PPPA urges that the legal process against the perpetrator be carried out firmly in accordance with the laws and regulations," Minister Arifah said in her statement on Wednesday (1/7).

Arifah highlighted the strong power imbalance in this case. The father’s position as an authority figure left the child in a state of fear and helplessness. She asserted that no party should blame the victim for her inability to fight back or report the abuse earlier.

Regarding the victim’s pregnancy resulting from the incest, Kemen PPPA fully supports the steps taken by the Surabaya City Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA). The assistance provided includes psychological services, healthcare, fulfilment of educational rights, and post-natal care planning.

Minister Arifah also recalled the mandate of Law Number 35 of 2014 on Child Protection. Considering the victim’s condition as a biological mother who may not be ready, Kemen PPPA is considering alternative care arrangements for the baby to be born. The care decision will be based on a comprehensive assessment, including caregiving capacity and the child’s safety. "The state is present to ensure the perpetrator is punished and the victim receives a safe care environment and a decent future," she concluded.
