PP Tunas Takes Effect: Rules for Roblox, X, and TikTok Change for Children Under 16
Government Regulation Number 17 of 2025 on the Governance of Electronic Systems in Child Protection (PP Tunas) officially takes effect from 28 March 2026. This regulation is aimed at providing child protection in the digital space. Through this regulation, several digital platforms are required to block access to accounts of children under 16 years old. In response to the implementation of PP Tunas, several digital platforms in Indonesia have changed their rules, such as X, Roblox, and TikTok. Meanwhile, we attempted to simulate creating an X account using a birthdate indicating an age under 16. The result was that the account could still be created. However, after activation, the account was immediately locked with the following warning appearing: “Our Terms of Service require everyone who uses X to be 13 or older, and we have determined that you did not meet the minimum age requirement at the time this account was created.” After the account is locked, X displays a link to the help page containing an account recovery form. However, that form cannot be accessed directly. The form can only be opened by accounts in certain conditions (locked with a specific status). From this experiment, it is evident that the mechanism implemented by X does not directly reject registration at the outset, but rather locks the account after creation if a violation of the age requirement is detected. With the account in a locked state, users practically cannot use X’s services as usual until they complete the verification process through that form. The PP Tunas regulation categorises social networking services as high-risk services, which may only be accessed by users aged 16 and above. TikTok has stated its commitment to complying with PP Tunas regarding the minimum age limit for users accessing the platform after undergoing a self-assessment process and consultation with the Ministry of Communication and Digital Affairs. Through the company’s official blog, TikTok also assures that it will strive to be a safe platform for its users, including teenagers. They can detect accounts that do not meet the minimum age limit and will suspend them if identified as violating the rules. TikTok states that teen accounts on their platform are bound by more than 50 automatically activated safety, privacy, and security settings. They also say they will take the necessary steps in line with regulatory expectations while continuing to strengthen their security systems. Nevertheless, it emphasises that the plan is still in the discussion stage and has not been detailed regarding its implementation timeline.
