PP Tunas strengthens protection function in family development
Jakarta (ANTARA) - Government Regulation (PP) Number 17 of 2025 on the Governance of Electronic Systems in Child Protection, or PP Tunas, is considered capable of serving as an additional fortress that strengthens the protection function in family development. Acting Deputy for Community Mobilisation and Participation of the Ministry of Population and Family Development (Kemendukbangga)/BKKBN, Wahyuniati, stated that the regulation presents a significant opportunity and momentum for the family development programme, particularly in realising resilient families. “PP Tunas provides an additional fortress for family development in carrying out the protection function, including in the digital space,” she said when contacted from Jakarta on Friday. Currently, according to her, based on a situational analysis, there are three main challenges faced by Indonesian families in accompanying children in the digital space, namely knowledge gaps because parents often do not yet understand specific risks such as grooming or sextortion. Grooming is the manipulation to build trust for sexual exploitation, while sextortion is extortion with threats to distribute intimate content. “There is limited understanding regarding parental control features and lack of knowledge about PP Tunas regulations, in addition, there is a challenge in attitudes where there is a tendency for parents to be permissive by turning devices into ‘digital babysitters’. On the other hand, generational differences in digital literacy make parents feel incompetent,” said Wahyuniati. “In interventions, we have available family data up to the field level. This allows field officers to reach target families in Indonesia,” she added. Wahyuniati emphasised that child protection in the digital space is one of the important aspects. Internet penetration in Indonesia reaches 80.66 percent in 2025, which impacts the increasing risks to children. There is a significant increase in the percentage of students who think about ending their lives as well as symptoms of depression and anxiety in adolescents. PP Tunas is a derivative regulation of the ITE Law that requires Electronic System Operators (PSE) to provide special protection for children in their systems. Its main focus is as a safety measure to protect children from risks such as pornographic content, violence, exploitation, to addiction.
