PP Tunas Officially Takes Effect Today, Accounts of Children Under 16 Years to Begin Restrictions

Government Regulation Number 17 of 2025 on the Governance of Electronic Systems in Child Protection, or PP Tunas, officially takes effect today, Saturday (28/3/2026). The regulation was ratified by President Prabowo Subianto exactly one year ago, on 28 March 2025. Through PP Tunas, the government, via the Ministry of Communication and Digital (Kemkomdigi), requires digital platforms to deactivate accounts belonging to child users under the age of 16 as part of efforts to strengthen child protection in the online world. As of 27 March, four platforms have declared their commitment to comply with PP Tunas: X/Twitter, Bigo Live, TikTok, and Roblox. Digital Minister Meutya Hafid stated that X and Bigo Live have been “fully cooperative”. This means both have already and will implement child account restrictions starting today, in line with PP Tunas provisions. “For now, we need to give appreciation to platforms that are fully cooperative in fulfilling compliance obligations,” the Minister said during a press conference on Friday (27/3/2026) evening, broadcast on KemkomdigiTV’s YouTube channel. The Digital Minister said that X/Twitter has reportedly aligned its community guidelines by changing the minimum user age limit to 16 years since 17 March. Although it previously requested an extension, Elon Musk’s platform has committed to beginning the identification and deactivation of underage child accounts from today. Bigo Live has even written to the App Store (Apple) to raise its app’s age rating classification from 13 to 18+. To ensure no underage users slip through, they apply a layered moderation system combining artificial intelligence (AI) technology and human verification. The other two platforms have also stated their commitment to comply with PP Tunas. They are TikTok and Roblox. Meutya said that these two platforms are “partially cooperative”. “Both have shown partial cooperation, meaning the direction is heading there, just requesting an extension or a bit more time. We still urge them to promptly complete compliance so it can be implemented comprehensively,” the Digital Minister explained.
