Potential of Community Funds Reaches Rp 1,200 Trillion, Government to Establish New Institution for Management
JAKARTA, KOMPAS.com - The government plans to establish the Community Funds Empowerment Agency (LPDU) to collect and manage community funds that have hitherto been dispersed across various institutions.
Religious Affairs Minister Nasaruddin Umar stated that the potential funds that can be collected amount to Rp 1,200 trillion per year. This figure is close to the total state tax revenue, which last year reached Rp 1,800 trillion.
“There are many ways to gather the unproductive community funds that have existed so far. Their accumulation could be around Rp 1,200 trillion per year. The tax from the Ministry of Finance last year was Rp 1,800 trillion, so it’s not much different,” Nasaruddin said during the closing of GERAK Syariah 2026 in Jakarta on Thursday (2/4/2026).
“(The community funds) will all be accommodated later when they come to the LPDU, the Community Funds Empowerment Agency. A 40-storey building will be constructed by the President in front of the Hotel Indonesia,” Nasaruddin added.
He assessed that this vast potential has not been utilised so far because its management is dispersed and not integrated.
Nasaruddin gave the example of fidyah potential. If 30 million people do not fast and each pays Rp 50,000 per day for 30 days, the collected funds would reach Rp 45 trillion.
Another potential comes from hajj fees. With a quota of 220,000 pilgrims and a cost of around Rp 3 million per person, the collected funds amount to Rp 660 billion.
On the other hand, the biggest gap is seen in zakat. The national zakat potential is estimated at Rp 320 trillion per year. However, the National Zakat Amil Agency has only collected around Rp 41 trillion.
This means more than Rp 279 trillion of zakat potential has not entered the official system.
“The task of the BP Community Funds Empowerment Agency will be to cover everything. For example, ‘This has already been given waqf funds, so don’t give zakat again’. If there’s something like OJK later, everything can be detected. No duplication,” Nasaruddin said.
This plan also shows that the government is beginning to view community funds as a large-scale source of social financing. The next challenge lies in governance and public trust.
