Potential for Non-Procedural Hajj Cases Reaches 20,000 per Year
The Ministry of Hajj and Umrah is strengthening supervision of non-procedural Hajj practices after recording the potential for nearly 20,000 cases each year. To suppress the use of unofficial visas, the ministry has established a Task Force for the Prevention and Enforcement of Non-Procedural Hajj Law together with related agencies since 18 April 2026.
Secretary of the Directorate General for Hajj and Umrah Organisational Development of the Ministry of Hajj, Rizka Anungnata, stated that the Saudi Arabian government only permits Hajj worship using official Hajj visas. The use of visas other than Hajj visas, she said, risks harming the public and violating immigration regulations.
“ The implementation of Hajj worship is only permitted with a Hajj visa. Anything beyond that is not allowed,” said Rizka in an official statement quoted on Saturday, 9 May 2026.
According to Rizka, the high potential for cases is the reason the government is strengthening supervision in several regions. The task force has conducted prevention and law enforcement activities in several areas such as Jakarta, Medan, Yogyakarta, and Surabaya. This step, said Rizka, is important considering that every year there is still the potential for nearly 20,000 non-procedural Hajj cases.
Head of the Sub-Directorate for Domestic Cooperation and International Organisations of the Directorate General of Immigration, Tessar Bayu Setyaji, said that Immigration has delayed the departure of 80 Indonesian citizens suspected of intending to perform Hajj non-procedurally through monitoring at 14 airports.
The most delays in departures were carried out at Soekarno-Hatta Airport with 57 people. Meanwhile, five delays were made at Kualanamu Airport, 15 at Juanda Airport, and three at Yogyakarta International Airport.
In addition, Immigration found 55 new attempts at non-procedural Hajj and two people who fall into the category of subjects of interest to be followed up together with the National Police and the Ministry of Hajj.
“We in Immigration are carrying out our role to the maximum together with the Ministry of Hajj and the National Police so that the public is protected from various non-procedural Hajj scams,” said Tessar.
Meanwhile, Head of Sub-Directorate III of the Directorate for Certain Criminal Acts of the National Police Criminal Investigation Agency, Pipit Subiyanto, said that the National Police has received 95 initial reports related to alleged non-procedural Hajj practices. Some reports have been completed and the rest are still in the process of follow-up.
“We urge the public to perform Hajj worship in accordance with the Ministry of Hajj regulations. Do not fall victim to the tricks of irresponsible parties,” said Pipit.
