Post-KRL Collision, Government Regulates Level Crossings and Accelerates DDT Project
The government, along with PT Kereta Api Indonesia (Persero) or KAI, is regulating level crossings and accelerating the construction of the double-double track (DDT) to improve railway travel safety. This was stated by Transport Minister Dudy Purwagandhi and KAI President Director Bobby Rasyidin during their inspection of Bekasi Timur Station on Wednesday (29/4/2026).
Bobby emphasised that his company, together with the Ministry of Transport, is strictly regulating level crossings, including taking action against illegal ones deemed hazardous to safety. “At present, we, with the Ministry of Transport, specifically the Directorate General of Railways, are conducting very strict regulations. However, we certainly hope for public support in two aspects. One is not to create illegal crossings anymore. When creating illegal crossings, it obstructs the visibility of our train drivers,” he said in a press release on Thursday (30/4/2026).
He explained that official crossings are equipped with safety systems such as sensors, not just boom barriers. Therefore, the public is urged not to violate signs or reopen crossings that have been closed for failing to meet safety standards.
“We have received instructions yesterday from the Minister, directly from the President, that out of the 1,800 crossings we have identified of this type, we will upgrade or meet the safety requirements. Whether by installing flyovers or systematic boom barriers,” Bobby continued.
Meanwhile, Transport Minister Dudy Purwagandhi stated that future double track or DDT construction will be adjusted to changes in the management scheme of railway infrastructure.
“Going forward, I can say that the Ministry of Transport will hand over the management of infrastructure to PT KAI. Thus, the Ministry of Transport will only act as a regulator,” said Dudy.
He added that this change will affect DDT project planning, including the division of investments between the government and KAI.
Regarding KRL operations, Dudy mentioned that services will resume after receiving approval from the National Transportation Safety Committee (KNKT).
“Today, God willing, if clearance has been given by KNKT. Because KNKT is the party responsible for conducting the investigation. If there is clearance from KNKT, this afternoon we will reopen Jabodetabek KRL services from Cikarang and Bekasi Timur to operate again,” he said.
Bobby added that track recovery has been carried out in stages. The downstream track was opened first in the early hours, followed by the upstream track after being declared safe.
“We have ensured with KNKT the safety of using this track for long-distance trains, although speed restrictions of 30 kilometres per hour are still in place at this station,” he explained.
He also affirmed that KAI fully supports the KNKT investigation process, which will uncover the cause of the accident and provide improvement recommendations.
In addition to track handling, the Ministry of Transport is conducting an investigative audit of the taxi company involved in the incident, Green SM. Dudy said the audit is comprehensive, covering operational, technical, and human resource aspects.
“We want to ensure how that company provides services to the public, whether it complies with safety and operational standards as a public taxi company,” Dudy revealed.
“What we need to convey is that we will not hesitate to take action if serious violations are found,” he stressed.
