Ponorogo Regent Sugiri Sentenced to 6.5 Years in Office Bribery Case
Non-active Ponorogo Regent Sugiri Sancoko has been sentenced to 6 years and 6 months in prison in a case involving bribery and gratification related to the trade of official positions and the construction project for the dr Harjono Regional General Hospital. The panel of judges declared Sugiri legally and convincingly proven guilty of committing corruption jointly and continuously.
The verdict was read by Chief Judge I Made Yuliadi in the Cakra courtroom of the Surabaya Corruption Court on Friday (14/8). “Sentencing the defendant to imprisonment for 6 years and 6 months, and a fine of Rp300 million,” Chief Judge I Made Yuliadi stated while reading the decision.
Made added that if the Rp300 million fine is not paid within one month after the verdict becomes legally binding, Sugiri’s assets will be confiscated and auctioned by prosecutors to settle the fine. Should the assets be insufficient, the fine will be replaced with 100 days of imprisonment.
In addition to the primary sentence and fine, the panel of judges also imposed an additional penalty requiring the payment of state loss compensation amounting to Rp6.762 billion. “If the convict does not pay the compensation within a maximum of one month after the court decision has obtained permanent legal force, his assets will be confiscated by the prosecutor and auctioned to cover the compensation,” the judge continued. If Sugiri lacks sufficient assets to pay the compensation, he must serve a substitute prison sentence of 2 years.
In its considerations, the panel of judges found Sugiri proven to have violated Article 12 letter a, Article 12 letter b, and Article 12B of Law Number 31 of 1999 in conjunction with Law Number 20 of 2001 concerning the Eradication of Criminal Acts of Corruption, in conjunction with Article 18 of the same law, as well as Article 55 paragraph (1) 1st, Article 64 paragraph (1), and Article 65 paragraph (1) of the Criminal Code.
This verdict is lighter than the demand from the Corruption Eradication Commission (KPK) public prosecutor, who had previously sought a 7-year prison sentence for Sugiri. After reading the verdict, the panel of judges reminded both the defendant and the public prosecutor of their legal rights to determine their stance on the ruling. “We reiterate your rights regarding this verdict: if you object, state an appeal. If you are uncertain, you have 7 days to consider, and if you feel it is appropriate, you may state acceptance. We grant the same rights to the Public Prosecutor,” Made said. The panel of judges provided a seven working day deadline for both the defendant and the KPK prosecutor to decide whether to accept the verdict or file an appeal.
In the same trial, Ponorogo Regional Secretary Agus Pramono was sentenced to 4 years and 3 months in prison along with a restitution payment of Rp725 million. Meanwhile, the former Director of the dr Harjono Ponorogo Hospital, Yunus Mahatma, was sentenced to 5 years in prison with a restitution payment of Rp287 million. Agus accepted the verdict handed down by the panel of judges, while Yunus stated he was considering his options regarding the sentence.
After the verdict was read, Sugiri left the courtroom and was embraced several times by several individuals. He was then escorted to the detention room at the Surabaya Corruption Court. A number of people were seen crying outside the courtroom, and Sugiri briefly hugged one person before entering the detention room. Sugiri stated he was still considering his legal options regarding the sentence. “We are still thinking about it,” Sugiri said. Similarly, KPK Public Prosecutor Arjuna Budi Tambunan stated that his party was also still considering the verdict. “We are thinking about it, we will report to our superiors and the team within this week,” Arjuna said.
This case is a development from the KPK’s Sting Operation on 7 November 2025, which named four suspects: Sugiri Sancoko, Agus Pramono, Yunus Mahatma, and a private party, Sucipto. In the previous indictment, the prosecutor stated that the three defendants were allegedly involved in two series of bribery crimes, namely bribery to retain the position of Director of the Regional General Hospital and bribery for the construction project of the Ponorogo Hospital pavilion. In addition to these two bribery cases, Sugiri was also charged with receiving gratuities amounting to Rp5.5 billion that were not reported to the KPK. Meanwhile, Yunus Mahatma was charged with receiving bribes from the private party Sucipto for the hospital project, as well as giving a sum of money to Sugiri to retain his position as Hospital Director. Agus Pramono was suspected of receiving a share of the bribe funds from Yunus and Sucipto for Sugiri’s interests as the regional head at the time. In a separate case, the contractor Sucipto was previously sentenced to two years in prison and a fine of Rp100 million for being proven to have given bribes to Sugiri to obtain a work package at the dr Harjono Ponorogo Hospital.
