Ponorogo Regent Charged with Accepting Rp1.8 Billion in Bribes and Rp5.5 Billion in Gratuities
Ponorogo Regent Sugiri Sancoko has been charged with receiving bribes totalling Rp1.85 billion and gratuities related to his position amounting to Rp5.57 billion.
The indictment reading session was held at the Corruption Court (Tipikor) at the Surabaya District Court, East Java, on Friday (10/4).
Sugiri attended the trial with two other defendants, namely the Secretary of Ponorogo Regency Agus Pramono and former Director of RSUD dr Harjono dr Yunus Mahatma.
The Public Prosecutors from the Corruption Eradication Commission (KPK JPU) handling this case consist of Martopo Budi Santoso and Andhi Ginanjar.
First Indictment
Sugiri, together with the Secretary of Ponorogo Regency Agus Pramono (prosecuted in a separate file), is charged with receiving a bribe of Rp900 million over the period from February 2021 to 7 November 2025.
The money was received from Yunus Mahatma (prosecuted in a separate file), who was appointed as Director of the Ponorogo Regency General Hospital (RSUD) dr Harjono S based on the Regent’s Decree Number: 800/141/405.10/2022 dated 11 February 2022 for the 2022-2027 period.
“The defendant Sugiri Sancoko, together with Agus Pramono, participated in several related criminal acts which are considered as continuing offences, receiving gifts or promises, namely receiving money gifts totalling Rp900 million or at least around that amount originating from Yunus Mahatma,” stated the KPK prosecutor when reading the indictment at the Surabaya Tipikor Court on Friday (10/4).
According to the prosecutor, the receipt of this money is related to the positions of Sugiri and Agus as decision-makers in managing the position to maintain and extend Yunus Mahatma’s tenure as Director of RSUD dr Harjono S Ponorogo Regency.
These actions violate Article 5 paragraphs 4 and 6 of Law Number 28 of 1999 on the Eradication of Corruption, Collusion, and Nepotism (KKN) in State Administration, as well as Article 67 letter e and Article 76 paragraph (1) letters a and e of Law Number 9 of 2015 on Regional Government.
Sugiri is charged with violating Article 12 letter a in conjunction with Article 18 of the Corruption Eradication Law (UU Tipikor) or Article 606 paragraph (2) in conjunction with Article 20 letter c in conjunction with Article 126 paragraph (1) of Law Number 1 of 2023 on the Criminal Code (KUHP).
Second Indictment
From 29 July 2022 to 32 December 2024, Sugiri together with Yunus Mahatma is charged with receiving a bribe of Rp950 million from Sucipto, Director of CV Cipto Makmur Jaya.
The alleged bribe money was given as a result of Sugiri determining and arranging procurement through the e-catalogue system carried out by the PPKOM (Commitment Making Official) at RSUD dr Harjono S Ponorogo Regency so that Sucipto’s company became the winner and implementer of the work package for the Construction of the Inpatient Installation Pavilion Building at RSUD dr Harjono S Ponorogo Regency in 2024.
These actions violate Article 5 paragraphs 4 and 6 of Law 28/1999, Article 67 letter e and Article 76 paragraph (1) letters a and e of the Regional Government Law, as well as the provisions of Article 7 paragraph (1) letter h of Presidential Regulation Number 16 of 2018 on Government Procurement of Goods/Services.
For this receipt, Sugiri is charged with violating Article 12 letter b in conjunction with Article 18 of the UU Tipikor or Article 606 paragraph 2 in conjunction with Article 20 letter c in conjunction with Article 126 paragraph 1 of the KUHP.
Third Indictment
In addition to bribes, KPK prosecutors charge that from 23 February 2021 to 7 November 2025, Sugiri received gratuities both directly and indirectly totalling Rp5,572,000,000 (Rp5.57 billion).
According to the prosecutors, these receipts are related to Sugiri’s position as Regent of Ponorogo.
The money was received by Sugiri from various parties, including Yunus Mahatma and Sucipto, up to a person named Lana, who is a high school teacher and part of Sugiri’s success team. In the indictment, the prosecutors detail 28 receipts related to these gratuities.
One of the uses of the money was for Eid al-Fitr allowances (THR) from Yunus Mahatma worth Rp25 million ahead of Eid al-Fitr 2023, Rp100 million ahead of Eid al-Fitr 2024, and Rp100 million ahead of Eid al-Fitr 2025.
“That the defendant’s act of receiving gratuities in the form of money totalling Rp5,572,000,000 or at least around that amount must be considered as a bribe because it is related to his position and contrary to the defendant’s duties or obligations as Regent of Ponorogo or as a State Organiser,” stated the prosecutor.
For his actions, Sugiri is charged with violating Article 12 B in conjunction with Article 18 of the UU Tipikor in conjunction with Article 127 paragraph (1) of the KUHP.
