The Secretary of the Commission for Accelerating Police Reform (KPRP), retired General of Police Ahmad Dofiri, explained that one of the reform recommendations within the Indonesian National Police (Polri) is the service for issuing Police Clearance Certificates (SKCK) and Driving Licences (SIM). Currently, SIM can still be obtained offline, but in the future, efforts will be made to make them fully online. “Regarding the services highlighted here, the SIM service and SKCK service. Now, SKCK is already good, and it will be even better in the future. So, the system tomorrow will aim for everything to be online,” said Dofiri when handing over the KPRP’s work results to President Prabowo Subianto at the State Palace on Tuesday (5/5/2026), as quoted from Kompas.com. The fully online SKCK and SIM services were developed after the KPRP received various inputs, including from various layers of society through open channels such as WhatsApp and email. Dofiri affirmed that reform in the field of police services is the most fundamental recommendation because it directly touches the wider public. The KPRP highlighted that the handling of public reports has so far been considered slow and lacking in transparency. “Regarding the position of Polri, it remains as it is now, directly under the President,” said member of the Commission for Accelerating Police Reform Yusril Ihza Mahendra on Tuesday (5/5/2026). The proposal to establish a new ministry to oversee Polri is deemed ineffective. The KPRP does not recommend this. In agreement with Yusril, in a separate opportunity, Member of Commission III of the DPR Abdullah supported the KPRP’s recommendation for Polri to remain under the President. The reason is command effectiveness. It is not appropriate for Polri to be under a ministry; the police are a state instrument directly responsible to the President. “This recommendation is already right. From the beginning, I have consistently advocated that Polri must remain under the President, not placed under a ministry,” he explained. President Prabowo has received the reform recommendations within Polri in the form of 10 books totalling 3,000 pages.
