JAKARTA - Political parties have backed the Constitutional Court’s ruling requiring a minimum 30% female candidate quota to avoid disqualification in legislative elections.

The Constitutional Court ruling No. 128/PUU-XXIV/2026 mandates parties to meet the quota for female candidates in each electoral district.

Not only supporting affirmative action for female representation, several parties also agree on strict sanctions such as disqualification for parties failing to meet the requirement.

The Constitutional Court stated that political parties may be disqualified or excluded from elections in specific electoral districts if they fail to meet the requirement.

“In the event that the minimum 30% female representation requirement is not met, the General Election Commission (KPU), Provincial KPU, and Regency/City KPU shall disqualify or exclude the political party from the election in the respective electoral district,” said Suhartoyo when reading the ruling on Monday, 25 May 2026.

The ruling was welcomed positively by political parties, which believe that affirmative action for women needs to be strengthened with strict sanctions to avoid becoming merely administrative rules.

PDI Perjuangan (PDI-P) spokesperson Guntur Romli said the party is ready to implement the Constitutional Court ruling as it is final and binding.

“Constitutional Court decisions are final and binding for PDI Perjuangan. The party is ready to implement the decision as a form of compliance with the Constitution,” said Guntur on Wednesday, 27 May 2026.

He cited several female PDI-P cadres currently serving in the DPR, including Puan Maharani, Rieke Diah Pitaloka, My Esti Wijayati, Novita Hardini, and Mercy Chriesty Barends.

“For us, it’s not just about preparing 30% female candidates; we will provide the best female candidates through party cadres,” he said.

Partai Golkar deputy chairman Ahmad Doli Kurnia viewed the Constitutional Court ruling as reinforcing affirmative action for female representation in DPR candidacies.

According to Doli, all political parties have already met the minimum 30% female candidate quota in their lists.

“Even so, no political party has failed to implement the rule. All parties field candidates with at least 30% female representation,” said Doli on Wednesday.

“The Constitutional Court ruling strengthens affirmative action for female representation in DPR candidacies. The difference from before is the introduction of sanctions for parties not complying with the rule,” he added.

PAN deputy chairman Viva Yoga Mauladi said the 30% female candidate quota is not merely a privilege for women but a correction of electoral political imbalances.

“The (mandatory female candidate) quota is not just a privilege for women but a correction of electoral political imbalances,” said Viva on Wednesday.
