Political Parties Required to Report State-Funded Activities, Analyst: Must Be Accompanied by Supervision

Jakarta - A lecturer in election law at the University of Indonesia (UI), Titi Anggraini, believes that the Corruption Eradication Commission’s (KPK) proposal to require political parties (parpol) to report on state-funded political education activities must be accompanied by a strong oversight system.

“This reporting obligation must be followed by a clear oversight design and not merely add to administrative burdens,” Titi told Kompas.com on Friday (17/4/2026).

Titi also stressed that the state needs to ensure minimum standards for the substance of political education, measurable evaluation indicators, and an independent audit mechanism.

Concluding her statement, Titi believes that the KPK’s proposal needs to be supported by all parties because it aligns with improvements to political parties.

“It strengthens the accountability of public fund usage and ultimately improves the quality of Indonesian democracy,” said Titi.

Previously, the KPK through its Monitoring Directorate proposed mandatory reporting for political education activities using the state budget (APBN).

In that report, the KPK identified four points, one of which is the lack of a roadmap for implementing political education and no financial reporting system for political parties.

“The KPK recommends that the initiators of amendments to Law No. 2 of 2011 (Ministry of Home Affairs and Ministry of Law and Human Rights) and the DPR (Commission II and Legislation Body) supplement Article 34 by adding a clause on the obligation to report political education activities, covering activities, participants, objectives, and outputs conducted by political parties funded by government financial assistance,” stated the KPK Monitoring Directorate on Friday (17/4/2026).
