North Jakarta Metropolitan Police seized a secret journal containing instructions for producing vapes made with etomidate as part of the ongoing investigation into the kidnapping case in Ancol involving a foreign national (WNA) with initials CH (50).

The Head of Narcotics Unit of North Jakarta Metropolitan Police, AKBP Ari Galang Saputra, stated that the journal was discovered during a follow-up operation at the second location of the case revelation in North Jakarta.

“We also found several journal books which, when translated because they are in a foreign language, contain several methods and instructions for production. From cooking to inserting into the cartridges,” said Galang during a press conference at the North Jakarta Metropolitan Police Headquarters on Wednesday (13/5/2026).

“From the beginning, he creates the composition, places it in a measuring glass, starts cooking, mixing, up to inserting into the cartridge; CH handles all of that role,” he explained.

According to Galang, CH obtained the production raw materials from two other suspects who are now on the wanted list (DPO), namely AF and AW.

“The role of these DPOs, which we have established, is that they are the orderers of the main raw materials from China. Then they are brought into Indonesia,” he said.

Galang mentioned that the raw materials were smuggled using courier services and camouflaged as kitchen spices to avoid detection by authorities.

Previously, North Jakarta Metropolitan Police revealed that the circulation value of hundreds of etomidate liquid vapes seized in this case development exceeds Rp 2 billion.

From two revelation locations in North Jakarta, police confiscated a total of 842 etomidate vape cartridges ready for circulation.

In addition to ready-to-sell vapes, police also seized etomidate raw materials, empty cartridges, flavouring liquids, digital scales, measuring glasses, stoves, and several other production tools from the two crime scenes (TKP).

“For the smuggling of the raw materials, they used courier services. However, they were wrapped in plastic and camouflaged as kitchen spices,” he said.
