A man with the initials FFA has been named a suspect after terrorising his neighbours in Pancoran Mas, Depok, West Java. Police have explained why the suspect was not detained.

“Why was he not arrested and not detained? Because there are detention requirements that investigators must fulfil, and for the alleged offence in this case, it is not included in Article 100 paragraph (2) of the Criminal Procedure Code,” said Depok Metro Police Criminal Investigation Unit Head AKBP Made Gede Oka when contacted by journalists on Monday (31/8/2026).

Article 100 paragraph (2) of the Criminal Procedure Code regulates exceptions to the objective conditions for detention relating to the minimum threshold of a five-year prison sentence.

“This is not to diminish the case. If the damage was committed alone, not together with others, then it does not fall under the exception article or under specific articles such as Article 100 paragraph (2) of the Criminal Procedure Code,” he said.

Police said the case file has been submitted to the public prosecutor, or P-19. The prosecutor is currently reviewing the case file before it is declared complete (P-21).

“The case has been transferred, the suspect has been named, and it is already at stage one,” he explained.

The suspect is charged with criminal damage and/or threats of violence under Article 521 of the Criminal Code and/or Article 448 of the Criminal Code of Law Number 1 of 2023.

Police revealed the results of their examination of the alleged perpetrator of the damage to a resident’s house in Pancoran Mas, Depok. The two parties had frequently been in dispute or quarrelling since 2024.

“As I said some time ago, this problem dates back to 2024. They have been in dispute since that year. The reported party also has his own version, that there were some disagreements and quarrels,” said AKBP Made on Monday (20/7).

AKBP Made said the victim and the reported party had frequently clashed since 2024. The dispute had also been mediated by several parties, but it continued until the damage to the victim’s house fence.

“And in 2024 there was also a dispute between the reported party and the complainant. However, no police report was made because it was reconciled at the time by residents, the RT/RW, and also the community police officer. The quarrel continued until now,” he explained.

Since then, Made continued, both parties have remained in dispute. Because the victim could no longer tolerate the alleged perpetrator’s behaviour, the victim finally filed a police report.

“So, according to the reported party’s version, based on the examination results I read earlier, it is not really about holding a grudge. It is more that since then they have continued to be in dispute and have often quarrelled,” he said.

“Finally, the incident last week occurred. The victim felt he could no longer tolerate it, and although mediation was often attempted, it happened repeatedly. He finally filed a report regarding the damage,” he added.

As previously reported, the home of Azis Suraji’s family in Pancoran Mas, Depok, became the target of terror by their neighbour. The terror even led Azis’s family to sell their house.

The neighbour’s terror went viral on social media. From circulating CCTV footage, a man was seen throwing a helmet at the neighbour’s house, which belongs to Azis’s family. Before throwing the helmet, the man had been seen going back and forth on a motorbike in front of the victim’s house fence.

On a different day, the same man was seen dumping rubbish at the victim’s house. Several residents tried to intervene, but a commotion ensued.
