Police Reform Committee Finalises Report, Set to Brief Prabowo

Coordinating Minister for Law, Human Rights, Immigration, and Correctional Affairs (Kumham Imipas) and member of the Committee for the Acceleration of Police Reform (KPRP), Yusril Ihza Mahendra, stated that the KPRP has entered the final reporting stage on the key points of police reform to be presented to President Prabowo Subianto.

“The committee now only needs to finalise the final report on the key ideas for police reform to be submitted to the President,” Yusril said in a statement on Sunday (22 February).

Yusril noted that the KPRP has been continuously discussing improvements to the police’s image. The discussions have covered various critical aspects, from recruitment patterns, education, and discipline to oversight.

A similar statement was previously made by KPRP Chairman Jimly Asshidiqie, who confirmed that the draft recommendations had been completed.

“It’s done [the draft],” he told reporters via text message.

The report contains notes compiled by the team as recommendations to the President for reforming the National Police institution.

The draft incorporates input from various elements of society gathered over nearly three months since the committee was established in November 2025.

Jimly added that the KPRP is now simply awaiting a scheduled meeting with the President to submit the recommendations.

“We’re just waiting for the time to be received by the President,” he said.

The KPRP was established by Prabowo himself. The team comprises ten members and was inaugurated on 7 November 2025. It is chaired by former Constitutional Court Chief Justice (2003–2008) Jimly Asshidiqie, assisted by nine other members, including former Coordinating Minister for Political, Legal, and Security Affairs Mahfud MD. Three former National Police chiefs are also on the committee: Tito Karnavian, Idham Azis, and Badrodin Haiti.

The remaining members are the Presidential Special Adviser for Public Order and Police Reform Ahmad Dofiri, Coordinating Minister for Kumham Imipas Yusril Ihza Mahendra, Deputy Coordinating Minister for Kumham Imipas Otto Hasibuan, Minister of Law Supratman Andi Agtas, and National Police Chief General Listyo Sigit Prabowo.

Following the inauguration, Jimly set a target for the commission to work optimally and swiftly, despite not being given a specific deadline.

“Within a minimum of three months there should be a report, although that could develop according to needs,” Jimly said.

He added that the committee is also prepared to support the work of the internal police reform team that was recently formed by National Police Chief General Listyo Sigit Prabowo.

Since its establishment in November, the KPRP has conducted hearings with various groups.

One such meeting was with the Gerakan Nurani Bangsa (National Conscience Movement), led by the wife of Indonesia’s fourth president, the late Gus Dur, Sinta Nuriyah Wahid.

During the hearing, the movement raised the core duties and functions of the National Police. Sinta Wahid emphasised that the police must uphold civilian sovereignty rather than undermine it.

She also stressed that the police must be free from political and business interference.
