JAKARTA, KOMPAS.com - The Komisi Percepatan Reformasi Polri (KPRP) recommends strengthening the Komisi Kepolisian Nasional (Kompolnas) as an external overseer of the Polri.

KPRP Secretary, Police General (Ret.) Ahmad Dofiri, stated that this strengthening is deemed essential considering Polri’s position remains under the President.

“Why is Kompolnas important in the discussions at the Komisi Percepatan Reformasi Polri? Because Kompolnas holds a very strategic position,” said Dofiri during a press conference in Kebayoran Baru, Central Jakarta, on Wednesday (6/5/2026).

In its recommendations, KPRP assesses that Kompolnas needs to be strengthened in terms of membership, composition, as well as duties and authorities.

Going forward, all nine members of Kompolnas are proposed to come from civil society representatives.

“Positions that previously included officials and some ministers sitting there. In the future, all nine will be directly selected from civil society representatives,” he explained.

“But this is a technical arrangement that will be regulated later. However, this recommendation is not set in stone, because it will be in a Presidential Regulation or Government Regulation related to Kompolnas, and there will certainly be separate discussions,” he added.

The composition of members is proposed to come from various backgrounds, namely retired high-ranking Polri officers, senior advocates who are no longer active in practice, academics, and community figures.

Kompolnas is proposed to conduct direct oversight of development aspects, such as human resources, logistics, and budgets, as well as in the operational field of Polri.

“Now, this is the most important part. It can conduct investigations related to violations of the Polri code of ethics. However, the trial will still be conducted by the existing Polri ethics team,” said Dofiri.

“But, if deemed necessary, if Kompolnas considers the case significant, receives public attention, and to ensure the ethics decision, Kompolnas Commissioners or Members can sit as part of the judges in the Polri Code of Ethics Commission during its hearings,” he continued.

Overall, the strengthening of Kompolnas is part of the three main focuses of KPRP recommendations, namely improvements in governance, leadership, and supervision within the Polri.
