Police Reform Commission Proposes New Regulations on Handling Demonstrations
JAKARTA - The Commission for Accelerating Police Reform has proposed the drafting of new Police Regulations (Perpol) or Chief of Police Regulations (Perkap) to regulate the handling of protest actions or demonstrations.
The reason is that one of the important aspects in maintaining security and public order is the deployment of forces, including during the handling of demonstrations.
“In the future, we recommend that Perpol and Perkap be created,” said KPRP Secretary General (Ret.) Ahmad Dofiri during a press conference in Kebayoran Baru, South Jakarta, on Wednesday (6/5/2026).
Some of them include Chief of Police Regulation Number 16 of 2006 on Guidelines for Crowd Control, Chief of Police Regulation Number 1 of 2009 on the Use of Force in Police Actions, and Standing Procedures of the Chief of the Indonesian National Police Number: Protap/1/X/2010 on Countering Anarchy.
Dofiri mentioned that Police Chief General Listyo Sigit Prabowo has responded to the recommendation by encouraging a change in approach to handling demonstrations, from previously focusing on security to service.
“This is one of the slogans. This is what will be regulated in the new Perkap or Perpol in the future,” he emphasised.
In addition, the police are encouraged to strengthen communication with action masses and avoid repressive actions.
The handling of demonstrations is also expected to become increasingly humane and oriented towards service to the community.
