Police Reform Commission: Kompolnas to be Strengthened, Polri Law Must be Revised

JAKARTA - The Commission for the Acceleration of Police Reform (KPRP) proposes strengthening the role of the National Police Commission (Kompolnas) through revisions to the Indonesian National Police Law. “So Kompolnas, with the proposed position, must revise the Police Law,” said KPRP member Mahfud MD during a press conference in Kebayoran Baru, South Jakarta, on Thursday (7/5/2026). This funding scheme is deemed essential to ensure Kompolnas’s independence, so it is not under the influence of the institution it oversees. “Because people say, ‘oh, it will be funded by the police themselves’,” he explained. Kompolnas is proposed to have the authority to examine certain cases, especially those of an extraordinary nature. “Then the public can directly complain to Kompolnas, not just through internal channels that are sometimes quite slow and possibly suspected of having silent groups, but directly to Kompolnas,” he clarified. “That means if Kompolnas says this, the police must do this. If necessary, the sanction decisions must also be brought through Kompolnas; the mechanism is regulated. And the decisions become stronger,” Mahfud concluded. This strengthening is considered important because the position of the Indonesian National Police remains directly under the President, thus requiring strong and independent external oversight. All members are proposed to come from civil society elements, without ex-officio positions. Kompolnas’s authority is to be expanded to oversee aspects of development and operations, conduct investigations into ethical violations, and participate in ethics hearings if necessary. Its recommendations are also proposed to be binding.
