Police Continue Transformation Towards a More Humanist Institution
National Police Chief General Listyo Sigit Prabowo has stated that the Indonesian National Police (Polri) is continuing its transformation into a more humanist, professional, and adaptive institution in response to social dynamics, including the handling of public expression. He made the remarks during a report at the 80th Bhayangkara Day Commemoration Ceremony in Bogor Regency on Wednesday (1/7).
General Listyo explained that Polri is now changing its paradigm in securing protests, shifting from a repressive approach to one that serves the public’s right to express opinions. However, firm action will still be taken if actions lead to violence or anarchy. “Polri is constantly transforming to present a humanist figure, one of which is realised by changing the paradigm of securing protests into a service for expressing opinions. Nevertheless, if there are anarchic perpetrators, Polri will take firm and measured action so that public security and order are maintained,” said Listyo.
He emphasised that all these steps are part of efforts to maintain public security and order so that public spaces remain safe, comfortable, and conducive for all citizens. The reform efforts and humanist approach are said to be showing positive results. Based on The Global Safety Report 2025 released by Gallup, 83 per cent of Indonesians feel safe walking alone at night. Furthermore, public trust in Polri has also increased. A Litbang Kompas survey in June 2026 recorded a rise in public trust from 76.2 per cent to 80.6 per cent, with 82.4 per cent of respondents believing Polri’s performance will improve in the future.
The National Police Chief stated that these achievements serve as motivation for the institution to continue improving the quality of its services to the public. This is also important in welcoming the demographic bonus momentum towards a more advanced, sovereign, and sustainable Indonesia. On the occasion, Listyo also expressed appreciation for the support of the President, Vice President, the House of Representatives (DPR), the government, and all stakeholders in refining the regulations of the Polri Law, which has been in effect for more than two decades. He mentioned that the latest regulation, which serves as the foundation for institutional strengthening, will reinforce Polri’s role in supporting national interests towards the Golden Indonesia 2045 vision.
“Law No. 5 of 2026 serves as a foundation to continuously improve service quality and safeguard various national interests in the effort to realise our shared vision of an Advanced Indonesia towards the Golden Indonesia 2045 we aspire to,” he said. The National Police Chief stated that Polri’s transformation is part of a collective effort by all elements of the nation. He also acknowledged that the institution’s journey is not yet perfect, making criticism and input from the public an important part of the improvement process. “As the proverb goes, there is no ivory that is not cracked. Likewise, Polri’s journey is not yet completely perfect. Therefore, we view every criticism as a mirror for self-improvement,” said Listyo.
