Police College to Become University, Open to Public Applicants

The Indonesian National Police (Polri) is designing a plan to develop the Police Science College (STIK) into a Police University. This step is being taken so that Polri’s educational facilities can be accessed by the public. “The Chief of Police earlier reminded us about the future projection that the Police Science College must adapt and develop itself through a Police University, which we are currently discussing, to accommodate not only police officers but all elements of society who wish to study matters related to security issues at this institution,” said Polri’s Head of Education and Training Institution (Kalemdiklat), Commissioner General Ridwan Zulkarnain Panca Putra Simanjuntak, after a graduation ceremony at STIK in South Jakarta on Wednesday (17/6/2026). Panca conveyed a message from General Sigit that STIK should not only be a place to learn various police sciences but also a venue for solving social problems. “It should become a tool for understanding various social issues through the scientific approaches they study. The Chief of Police also reminded us of the importance for the Police Science College to continuously adapt to the need for superior Polri human resources in accordance with the educational levels taught at this institution,” he stated. On the same occasion, STIK Chairman Inspector General Eko Rudi Sudarto said that as Polri reaches the age of 80, it is expected to continue reforming, one of which is the effort to develop a Police University. “Three years ago, during the Dies Natalis, Mr Listyo Sigit declared that Polri, that STIK, could develop into a Police University. With a Police University, the hope is for many more inputs, because knowledge is not exclusive. Knowledge must be inclusive, for everyone,” Eko said. Eko noted that in the doctoral programme, many students are not from Polri. Many students, he said, have the goal of educating the public through Polri. “Recently we also asked the public to provide feedback to us. It turns out that the graduates of STIK still have, quote unquote, many deviations. There are three things taught here: ethics, logic, and empathy. Their logic may be smart, their emotional intelligence good, but if their empathy later outside still results in violations, then the educational institution becomes one of the bodies responsible for that capital,” Eko explained. In 2023, Chief of Police General Listyo Sigit Prabowo stated that the Police Science College would become the Indonesian Police University. General Sigit said STIK had received a recommendation letter from the Ministry of Education, Culture, Research, and Technology regarding this matter. “I also express my gratitude to Kalemdiklat and the STIK chairman along with professors and lecturers who, over some time, have obtained a recommendation letter from the Ministry of Education and Culture to form or develop STIK into the Indonesian Police University,” Sigit said in a speech during the STIK graduation ceremony on 21 June 2023. General Sigit stated that the Indonesian Police University would have several study programmes that could also be attended by the general public. He expressed hope that the Indonesian Police University could become a leading campus of the future.
